On October 9, a survey delegation led by Vice President of the Vietnam General Confederation of Labor (VGCL) Ngo Duy Hieu worked with the Dong Nai Trade Union (DNTU) on labor relations, workers, and trade union activities. The purpose of the meeting was to support the development of adaptation and growth strategies for the Vietnam Trade Union in the new period.

Receiving and working with the delegation were Member of the Provincial Party Committee (PPC), Vice Chairman of the Vietnam Fatherland Front (VFF) Committee of Dong Nai province, Chairman of the Dong Nai Labor Union (DNLU) Nguyen Quoc Dung, along with members of the Standing Committee of the DNLU and representatives from departments, agencies, and grassroots unions at local enterprises.
According to the DNLU, in the first nine months of 2025, the labor market in Dong Nai showed many positive signals, with an increase in the number of jobs created and higher recruitment demand. Specifically, there was a demand for more than 160,000 workers, mostly manual labor.

Regarding job creation, from 2023 to September 2025, the Dong Nai Employment Service Center solved jobs for over 23,000 workers, meeting and exceeding the set targets. Job counseling and recommendation were strengthened through job transaction floors, assisting workers in finding suitable opportunities. Labor relations showed many positive signs. The trade union quickly and lawfully resolved strikes and work stoppages, ensuring labor relations, political security, and social order. At the same time, they participated in inspection teams to check the implementation of policies and benefits for workers.

Alongside achievements, trade unions at all levels faced several challenges. Specifically, after the provincial merger, the number of grassroots trade unions in enterprises increased significantly over a wide area, while the number of full-time trade union staff decreased, making support for grassroots units difficult. In addition, labor fluctuations in the non-state sector make it difficult to gather information and manage union members.

The DNTU proposed that the Vietnam General Confederation of Labor study the development of a digital management system for grassroots trade unions to standardize and improve trade union activities. Clear guidance on the functions and responsibilities of commune and ward trade unions was also requested. The PPC was asked to allocate additional staff to ensure smooth operation and adequate coverage across the province.

During the working session, representatives of departments, agencies, and grassroots trade unions highlighted advantages and difficulties regarding labor and employment in the province, including ensuring security and order, social insurance, occupational safety and hygiene, and social welfare for workers.
Concluding the session, Vice President of the VGCL Ngo Duy Hieu highly appreciated the outstanding results of the DNLU in recent years, particularly in building comprehensive and solid labor relations. The work of communication and understanding the thoughts and concerns of workers was practical; the care for trade union members and workers was carried out through many effective and innovative models; and the protection of workers’ rights was timely ensured through the Provincial Trade Union Legal Advisory Center.

Ngo Duy Hieu suggested that Dong Nai trade unions continue to maintain solidarity to operate the organization under the new model, ensuring both effectiveness and efficiency. The trade union staff should uphold a strong sense of responsibility in their work and adapt to new tasks as the province implements a two-tier local government system. In addition, they need to coordinate with relevant departments to grasp the situation of workers and employment, and implement measures to stabilize labor relations, contributing to ensuring security and public order in the locality. Particularly, preparations should be well made for the congresses of trade unions at all levels for the 2025–2030 term.
