Dong Nai needs to enroll an additional 470,000 people in social insurance

On the morning of October 20, Le Truong Son, Member of the Provincial Party Standing Committee and Vice Chairman of the Dong Nai Provincial People’s Committee, chaired a meeting of the Steering Committee for the implementation of social insurance (SI), health insurance, and unemployment insurance policies in Dong Nai Province.

According to a report from the Dong Nai Provincial Social Insurance Agency, by the end of September 2025, the total number of people participating in social insurance, health insurance, and unemployment insurance across the province had surpassed 3.8 million, an increase of 2.4% compared to the same period in 2024, reaching 89% of the annual target. Total contributions to insurance funds exceeded 25.2 trillion VND, while the rate of late payments dropped to 2.9%. Functional agencies have urged payment and recovered more than 408 billion VND in outstanding debts.

Benefit payments have been made in full compliance with regulations. The provincial Social Insurance Agency has signed health insurance contracts with 145 medical facilities. In the first nine months of the year, the health insurance fund disbursed over VND 3.7 trillion for more than 7.7 million medical visits, ensuring no shortages of medicines or medical supplies.

To meet its 2025 targets, Dong Nai's Social Insurance Agency must enroll more than 470,000 additional participants in social insurance, health insurance, and unemployment insurance, collect over 9 trillion VND, and reduce the late payment rate to below 1.7%. This undertaking is a highly challenging task that demands not only the strong commitment of the entire Dong Nai Social Insurance sector but also the active involvement of the Steering Committee and the broader political system across the province.

The provincial social insurance agency proposed that the Provincial Party Committee, People's Council, and People's Committee continue to integrate targets on social insurance, health insurance, and unemployment insurance into the province’s socio-economic development resolutions, and refrain from commending any unit with outstanding social insurance debts. It also recommended that relevant departments and agencies strengthen coordination in enterprise management and allocate funding to support voluntary participation in social and health insurance during the 2026–2030 period.

For political and social organizations, it is necessary to intensify communication, supervision, and advocacy to encourage public participation. Meanwhile, the police, procuracy, and courts should continue to coordinate in handling acts of evasion, fraud, or misuse of social insurance and health insurance funds.

In his concluding remarks, Vice Chairman of the Provincial People’s Committee Le Truong Son requested that districts, communes, wards, departments, sectors, and enterprises align their policies related to social insurance, health insurance, and unemployment insurance for uniform implementation across the province. He emphasized the need to focus on measures to meet participation targets, particularly the goal of enrolling more than 68,000 people in social insurance.

For voluntary social insurance, specific and localized solutions must be developed, identifying target groups and communes or wards for expansion. For health insurance, concrete measures should be proposed for the provincial People’s Committee to direct and assign responsibilities to local authorities.

“To achieve the set targets, we need the determined engagement of the entire political system. Each commune and ward must have a concrete plan and assigned targets. Mass organizations such as the Women’s Union, Youth Union, and Farmers’ Association must play an active role. It is also essential to mobilize religious organizations to encourage people to participate in insurance programs. Additionally, communication efforts should be intensified through Dong Nai Newspaper and Radio, Television Station, and online platforms, using innovative forms of dissemination to better reach the public,” Vice Chairman Le Truong Son emphasized.
