Many businesses are "racing" against time to recruit enough additional laborers. However, alongside great opportunities, there are also numerous challenges, as laborers have been unable to meet the demand in terms of both quantity and quality.

Many policies carried out to attract laborers

Dong Phu Cuong Joint Stock Company (Thong Nhat commune) is racing to complete orders for Q4 2025 and is continuously recruiting sewing workers to fulfill signed orders. With stable production and a high volume of orders, the company has launched production emulation campaigns to help workers enhance productivity and improve production quality. The company offers a bonus policy of 300-500,000 VND/profile for those who introduce new workers, along with many other benefits.

Dong Phu Cuong Joint Stock Company is currently hiring for multiple positions, including sewing workers, line leaders, line technicians, and others. The company prioritizes skilled sewing workers with seniority, who may be approved to retain their current salary level and sign an official contract immediately, without a probationary period. Unskilled workers will receive free training with pay. The average monthly salary for sewing workers currently ranges from 7 to 10 million VND. The company also provides support for transportation costs, attendance bonuses, childcare allowances, housing assistance, and monthly bonuses for meeting production targets.

Ngo Ngoc Thuan, Deputy Director of Dong Phu Cuong Joint Stock Company, said: 2025 is a stable year for laborers and orders, which serves as a solid foundation for the company to continue its growth. Accordingly, the company's demand for additional laborers will continue to increase. With a workforce of over 2,300 people, the company implements many policies to ensure workers feel secure and committed to their jobs.

"Recently, the company spent over 400 million VND to reward the collective of workers who excellently completed the September plan. This is a reward to motivate and encourage workers' accelerated work spirit during the year," Thuan shared.

The footwear manufacturing sector is experiencing a positive uptick in year-end orders and continues to hire workers. Specifically, Hwaseung Vina Co., Ltd. (Nhon Trach 1 Industrial Park, Nhon Trach commune) is seeking to recruit 1,000 unskilled laborers, offering monthly incomes ranging from 6.7 to 10 million VND per person. The company has introduced a support policy of 2 million VND for workers, while skilled workers will be assessed and offered competitive salaries. Employees who refer friends or acquaintances to work will receive a referral bonus of 700,000 VND.

Nguyen Dac Vinh, Deputy Head of the Human Resources Department at Hwaseung Vina Co., Ltd., said that nearly 10,000 workers at the company are still ramping up production to meet the set targets. With a steady flow of orders expected to continue through the end of 2025, the company is recruiting additional workers and creating more opportunities and job positions for long-term employment. The company offers various welfare policies, including social insurance contributions after six days of probation, annual salary reviews, health checks for job applicants, and other allowances. It is also working with commune-level public administrative centers to connect and recruit enough workers.

Businesses are "racing" to find human resources

Positive year-end orders and a large export market are encouraging signs for the production and business activities of many enterprises in Dong Nai. As consumer markets expand, labor recruitment demand has become increasingly active across a wide range of sectors, including manufacturing, trade, and services. Many businesses are entering a "sprint" phase to recruit personnel, aiming to ensure production and business progress, scale up operations, and prepare resources for 2026.

FTT Vina Co., Ltd. (Binh Loc Ward) has orders until the end of December 2025 and provides jobs for nearly 700 workers. The company is "racing" to produce export orders and open more production facilities, so it needs to recruit more workers. Meeting the demand for labor not only depends on businesses but also requires local support in connecting workers to ensure sustainable human resources for long-term development.

Despite high recruitment demand, the new labor supply remains very limited, making it even more challenging for businesses to find suitable personnel at this time. In response to the supply-demand imbalance, many enterprises have adopted flexible strategies to attract and retain workers. These include raising wages, bonuses, and allowances, as well as being willing to spend an additional 10–20 percent above the standard salary to attract labor. Some businesses are offering attractive bonuses, providing housing and transportation support for out-of-province workers, and are open to hiring inexperienced workers for on-the-job training.

Do Thi Ha, HR Manager of Vietnam Fortune Technology International Co., Ltd. (Dong Xoai III Industrial Park), stated that the end of the year is the peak production season, when businesses accelerate order fulfillment and boost revenue. As a result, labor recruitment demand is very high, especially for unskilled workers, to ensure timely delivery. The company is currently looking to hire 200–300 unskilled workers in the garment sector, offering an average monthly income of 10 million VND (including base salary, allowances, and overtime pay). However, recruiting workers at this time is extremely difficult and has yet to meet production resource needs.

The Dong Nai Employment Service Center reported that in the final months of the year, labor recruitment demand among businesses has surged, with unskilled workers accounting for over 94 percent. However, worker participation in recent job fairs has been very limited, meeting only around 6 percent of demand. It is estimated that businesses in the province will need about 55,000 workers by year’s end. The center is ramping up direct job fairs and posting recruitment information across its channels to support connections between workers and businesses. Still, enterprises need to strengthen their recruitment plans and enhance benefits to attract labor.
