On October 23, Member of the Provincial Standing Party Committee and Vice Chairman of the Dong Nai People’s Committee Le Truong Son chaired a working session with the Department of Education and Training (DoET) and relevant departments and agencies on the implementation of Notice No. 81-TB/TW dated July 18, 2025 of the Politburo on investment in school construction in border communes; and Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthrough development in education and training.

Reporting on the progress and results of implementing the PPC’s conclusions on the rollout of Notice No. 81-TB/TW of the Politburo, the leader of DoET said that after a short period of decisively implementing the direction of the PPC and the Provincial People’s Committee, the department has coordinated with relevant departments and localities to complete a substantial amount of preparatory work for investments in school construction in eight border communes.
Specifically, there are 69 educational establishments in the eight border communes, including 53 public and 16 non-public institutions. Following the review, the DoET, the Department of Finance and the Department of Construction prepared a preliminary estimate of more than VND 1,194 billion for the upcoming school construction. The plan and funding allocation will be carried out in three phases from 2025 to 2027.
Of this amount, nearly VND 100 billion has already been allocated by the Provincial People’s Committee in 2025 to kick-start construction in five communes. In 2026 and 2027, the province is expected to allocate an additional VND 1.094 trillion to complete the school system in the border communes in a solid, synchronous, and modern manner.

Regarding the implementation of Resolution No. 71-NQ/TW, the DoET’s leader said the draft Action Plan for the implementation of this resolution on breakthrough development in education and training has been prepared through multiple rounds of consultation. The draft was submitted to the Standing Party Committee of the Provincial People’s Committee for feedback and was finalised on October 21.
At the meeting, the leaders of DoET and related agencies also reported and discussed with Vice Chairman of the Provincial People’s Committee Le Truong Son issues related to teacher recruitment in the province, policies for the development of specialised schools, and mechanisms to attract high-quality human resources to Dong Nai University for the 2025-2030 period.

Delivering his instruction, Vice Chairman of the Provincial People’s Committee Le Truong Son said that the resolutions, directives and conclusions of the Central government on education and training present a major opportunity for Dong Nai to modernise and strengthen its school infrastructure, creating momentum for the province’s sustainable development. The education sector must research and advise the Provincial People’s Committee on breakthrough solutions and superior policy tools that match the province’s new development needs.
Regarding the rollout of school construction in border communes, the Provincial leader requested that a clear implementation plan be developed for each phase, in order to ensure effective execution while meeting time and quality requirements
During implementation, special attention must be paid to investment in IT infrastructure and digital transformation to narrow the development gap between border-area schools and those in more developed localities. Additionally, the province must introduce incentive policies to attract and retain teachers working in border communes.
On the issue of teacher recruitment, the Provincial leader stressed that this is a critical task that must be resolved promptly and decisively.

Also on October 23, Vice Chairman of the Provincial People’s Committee Le Truong Son worked with Board of Directors of Dong Nai University to continue addressing difficulties related to infrastructure investment, scientific research assignments, teacher training and staffing for the Pedagogical Practice High School under Dong Nai University. This is a matter that the leader of the Provincial People’s Committee has given special attention to, with several working sessions held with the university’s Board of Directors over recent months.
