A sprint to grow the number of insurance participants

In recent years, the implementation of social insurance (SI), health insurance (HI), and unemployment insurance (UI) policies in Dong Nai Province has yielded numerous positive results, contributing to the assurance of social welfare and the stabilization of people’s livelihoods.

However, in light of the goal of achieving universal health insurance coverage and expanding participation in social insurance, the tasks remaining until the end of the year are highly demanding, requiring coordinated and determined efforts from the entire political system.

Remarkable results

According to Le Xuan Cao, Deputy Director of Dong Nai Provincial Social Insurance Agency, by the end of the third quarter of 2025, the province had over 3.8 million participants in SI, HI, and UI, achieving 89% of the annual target and a 2.4% increase compared to the same period last year. Among them, more than 1 million people participated in compulsory SI, over 37,000 in voluntary SI, and nearly 3.8 million in HI, equivalent to 90.3% of the population. Total insurance fund revenue exceeded 25.2 trillion VND, up almost 12% year-over-year, while the late-payment rate decreased to 2.93%.

The processing and payment of benefits were conducted promptly and in accordance with regulations, with more than 1.2 million social insurance-related cases resolved. In terms of unemployment insurance, over 42,400 cases were settled, ensuring workers’ rights. Health insurance medical services were widely implemented, with 145 contracted healthcare facilities serving over 7.7 million visits, at a total cost exceeding 3.7 trillion VND.

Notably, the provincial SI agency has continued to accelerate administrative reforms and digital transformation. As a result, 100% of administrative procedures are now implemented at Level 4, with all transactions conducted via public online services, significantly improving satisfaction among citizens and businesses. Public communication campaigns have also been expanded across various channels.

To achieve the assigned targets, from now until the end of 2025, Dong Nai Social Insurance must attract more than 470,000 new participants across all types of insurance. This requirement is a particularly challenging task that requires maximum effort from the entire sector, as well as close coordination among departments, agencies, and local governments.

Accelerating insurance participation growth

According to Pham Minh Thanh, Director of Dong Nai Social Insurance, among the over 470,000 new participants targeted, there are more than 67,800 compulsory SI participants, 34,800 voluntary SI participants, and 436,100 HI participants.

For compulsory social insurance, the agency has coordinated with the tax authority and relevant departments to review tens of thousands of enterprises, business households, cooperatives, and private childcare groups, encouraging their participation. In addition, hundreds of community-based communication conferences and local mobilization campaigns will be held to increase enrollment. The agency also plans to invite 365 businesses operating in labor-intensive sectors, such as security services, wood processing, and garment manufacturing, to fully register their workers for SI and HI.

For voluntary social insurance, data from over 41,200 potential individuals have been analyzed, enabling commune-level steering committees and authorized collection agents to organize customer outreach and communication events. Cooperation with the Cooperative Alliance is also being strengthened to reach 43,000 members across 384 cooperatives currently active in the province.

Nguyen Van Binh, Deputy Director of the Dong Nai Department of Health, shared that to attract and ensure the rights of HI participants, the department has directed healthcare facilities to continuously improve service quality and promote digital transformation to reduce waiting times and enhance patient satisfaction.

Doctor Le Thi Phuong Tram, Deputy Director of Dong Nai General Hospital, added that many patients with severe illnesses requiring long-term treatment have had medical costs amounting to hundreds of millions of dong covered by the health insurance fund, easing the financial burden on families, especially those in difficult circumstances.

At a recent meeting of the Provincial Steering Committee for the Implementation of SI, HI, and UI Policies, Vice Chairman Le Truong Son emphasized the need for all districts, communes, wards, departments, sectors, and enterprises to synchronize policies and coordinate effectively. He urged the adoption of focused and practical measures to achieve the target of expanding insurance participation, identifying specific groups and localities that require tailored strategies to address their unique needs.
