Since August 2025, many localities across Dong Nai province have experienced continuous heavy rainfall, particularly in areas under construction for the Bien Hoa – Vung Tau Expressway Project. This challenge has led to flooding, disrupting both construction activities and residents' daily lives. In response, provincial authorities have taken urgent measures to ensure the project's progress and stabilize local living conditions.
Component 1 of the Bien Hoa – Vung Tau Expressway project, passing through Dong Nai province, has currently reached approximately 48.5% of construction progress, with 44.04% of the allocated capital disbursed and site clearance nearly completed at 99.72%. Specifically, Phuoc Tan and Tam Phuoc have handed over 100% of the required land, while Long Thanh, Binh An, and An Phuoc have reached 99.5%. This accomplishment is considered a highly positive outcome, creating favorable conditions for contractors to concentrate on accelerating the project's progress.

However, at the end of August 2025, the construction of the project encountered flooding at multiple points along the route, particularly in Package 18 passing through Phuoc Tan Ward. After more than two weeks of severe inundation, the water has gradually receded, but the situation has still disrupted construction and affected residents in the locality. Service roads and material transport routes were cut off, causing interruptions to construction activities. Le Ba Trung, Commander of Package 18, stated: "The flooding has delayed implementation progress and driven up labor and material costs. Our greatest concern is the inability to accelerate progress in line with the overall project timeline."
According to reports, there are eight flood-prone locations along the section of the expressway running through the province. Notably, at the end of August, several areas, including Phuoc Tan, Tam Phuoc, Long Thanh, and Long Phuoc, experienced severe flooding. The primary cause is the elevation of the expressway and National Highway 51 being higher than that of the surrounding residential areas, resulting in slow water drainage. The existing drainage infrastructure is also degraded and no longer meets current needs. Additionally, sediment buildup in rivers, streams, canals, and ditches has further reduced the capacity for natural flood discharge.
In response to the situation, the Dong Nai Department of Construction has coordinated with relevant units to review and propose both immediate and long-term solutions urgently. Bui Ngoc Tiep, Head of the Technical Infrastructure Management Division under the Department of Construction, emphasized: "We have requested the Dong Nai Provincial Construction Investment Project Management Board to promptly rectify the construction units and strictly address any flooding caused by construction-related errors. In the immediate term, contractors must clear public service roads, temporary culverts, and dredge existing sewer systems and drainage ditches to ensure proper water flow."

In the long term, the Department of Construction proposed adding a synchronous drainage target to the project, and at the same time studying and implementing the dredging plan of Buong River and Ong Que Stream. This initiative is considered a fundamental solution, helping to improve natural drainage capacity, minimizing flooding for residential areas and key infrastructure works.
With the timely intervention of the relevant authorities, flooding along the Bien Hoa – Vung Tau Expressway is expected to be resolved soon, ensuring both project progress and stability in residents' lives. It is also an urgent requirement for the early completion of this national key project, which plays a vital role in promoting the socio-economic development of Dong Nai province and the Southeast region.
