Dong Nai urges proposals for restructuring public service units

On September 22, the Department of Home Affairs of Dong Nai Province issued Official Dispatch No. 03530/SNV-TCBC to heads of provincial departments and agencies, leaders of public service units under the provincial People's Committee, and chairpersons of commune- and ward-level People's Committees, requesting the prompt submission of restructuring plans for public service units.

According to the dispatch, public service units under the provincial People’s Committee are required to propose plans for consolidation or merger with units that have similar functions and responsibilities. They must also propose streamlined internal organizational structures to enhance efficiency.

For provincial departments and agencies, proposals must focus on reorganizing affiliated public service units to ensure streamline operations, enhance autonomy, and promote socialization of public services, in line with Plan No. 130/KH-BCDTKNQ18 dated September 21, 2025, issued by the Government Steering Committee.

The Department of Health is tasked with reviewing and proposing an organizational model for its affiliated public service units that ensures streamlined operations while meeting the sector’s human resources needs and current requirements in medical examination and treatment. The plan should also outline organizational models and options for establishing commune-level health stations, the number of such facilities, and staffing arrangements.

The Department of Education and Training is asked to submit proposals to streamline high school-level public service units. It must outline principles and directions for reorganizing lower secondary, primary, and preschool institutions, especially the consolidation of nearby schools at the same level. It is also tasked with proposing ways to restructure vocational training institutions to ensure streamlined organization and efficient use of resources.

The Departments of Construction and the Department of Agriculture and Environment are requested to submit restructuring proposals not only for their affiliated public service units, but also for Project Management Boards and Land Development Centers at all levels. These proposals must ensure alignment and consistency between the organizational models of the Project Management Boards, Land Development Centers, and the land registration office system.

Commune-level People’s Committees are required to review and propose the consolidation or merger of schools at the same or different levels where the distance between them is short, to facilitate student access after administrative unit consolidation.

To ensure timely reporting to the Ministry of Home Affairs, the provincial Department of Home Affairs has requested that the heads of all relevant agencies and localities urgently review and submit proposals for restructuring public service units under their management. These proposals must align with the guidance from the central government and the Ministry of Home Affairs. Updated data and proposals must be submitted to the Department of Home Affairs by September 23 for consolidation.
