This initiative aims to help create a safe and stable environment for production, business operations, and the workforce.

Strengthening coordination, proactively grasping the local situation

A key feature in the operational approach of the Bien Hoa Industrial Park Police Station is the development and implementation of a close coordination mechanism between the police force, local self-defense militia, and the units responsible for managing and operating industrial park infrastructure.

A commanding officer of Bien Hoa IP Police Station said: To perform this task well, in mid-March 2025, the station organized the signing of a coordination regulation on ensuring political security and social order and safety with the Standing Militia Platoon and infrastructure enterprises operating within the industrial parks. This agreement has established a legal foundation for implementing comprehensive security and order assurance activities.

In addition, the Bien Hoa Industrial Park Police Station has established a rapid communication channel through Zalo groups focused on security and order. This channel enables the station to promptly receive reports on issues related to security and public order within the industrial parks. Based on this input, the station quickly responds to and resolves incidents, helping ensure safe and uninterrupted production and business activities for companies.

Besides, the station has implemented synchronous solutions: grasping the situation, strengthening patrols and inspections, administrative inspections of warehouses, workshops, parking lots, drug testing for drivers, and legal propaganda at businesses.

According to the Bien Hoa Industrial Park Police Station, during the peak campaign (carried out under the Plan to ensure security and public order for the 80th anniversary of the August Revolution and National Day on September 2), within just the first 15 days, the station’s task forces conducted 64 patrols covering all four industrial parks; deployed personnel to maintain traffic safety and prevent illegal street racing; carried out administrative inspections of 17 warehouses, workshops, and parking facilities; administered rapid drug tests to 89 drivers; directly disseminated information to nearly 3,000 workers at five enterprises; and held meetings with more than 100 business representatives through security and order cluster briefings.

In addition to preventive efforts, the Bien Hoa Industrial Park Police Station also implemented measures to promptly suppress and handle incidents related to security and public order. For example, on August 3, the station coordinated with local self-defense militia forces and Bien Hoa 1 Industrial Park infrastructure security to conduct a patrol, during which they discovered a group of individuals illegally excavating and transporting soil on land under the use rights of Tan Mai Group Joint Stock Company, located on Road No. 11, Bien Hoa 1 Industrial Park, Tran Bien Ward, Dong Nai Province. The case was later referred by the station to the provincial police for dossier consolidation and handling in accordance with regulations.

Building a model industrial park for security and order

At the first Party Cell Congress of the Bien Hoa Industrial Park Police Station for the 2025–2030 term, Senior Lieutenant Colonel Nguyen Thanh Long, Member of the Provincial Police Party Committee Executive Board and Chief Inspector of the Provincial Police, speaking on behalf of the Party Committee leadership, requested that the station focus on leading the organization and implementation of tasks to successfully achieve professional targets and ensure political security and social order within the industrial parks. On that basis, a safe business environment has been created for both enterprises and workers.

The operations of the police force must foster trust among businesses in the provincial police as a whole, and in the Bien Hoa Industrial Park Police Station in particular. From there, efforts should be made to build model industrial parks characterized by security, safety, integrity, and sustainable development.

Implementing the above directive, the Commander of the Bien Hoa Industrial Park Police Station stated: To maintain and further improve the effectiveness of security and public order efforts in the industrial parks, the station will focus on advising the Board of Directors of the Provincial Police to enhance the effectiveness and efficiency of state management in this area. It will also proactively forecast, detect, and address emerging issues at the grassroots level.

The Bien Hoa Industrial Park Police Station will also coordinate with relevant authorities, departments, and enterprises to closely monitor the security situation of workers, matters related to labor policies, and developments in public security and order, aiming to minimize strikes, work stoppages, and other complex incidents in the area. In addition, the station will sign coordination agreements with neighboring wards to strengthen information sharing and area management, as well as to prevent, detect, and handle various types of crime.

One of the solutions emphasized by Bien Hoa Industrial Park Police Station in ensuring security and order is to promote legal propaganda and launch the "All people protect national security" movement in businesses to raise awareness among workers against criminal tactics.

The Resolution of the first Party Committee Congress of the Bien Hoa Industrial Park Police Station for the 2025–2030 term identifies the key task for the new period as striving to build Bien Hoa Industrial Park into a model industrial zone in terms of security and order, safety, integrity, and sustainable development. Emphasis on political and ideological development, along with strengthened internal discipline and order, directly contributes to the effective execution of professional duties.

To maintain a safe and stable production environment and build trust among enterprises and workers, security and public order efforts in industrial parks will continue to be carried out systematically and professionally. The measures mentioned above are grounded in practical implementation and the directives and plans of the Provincial Police, with the goal of turning industrial parks into "model industrial parks for security and order" as set out in the stated objectives.
