On August 26, Member of the Provincial Party Committee and Vice Chairwoman of Dong Nai Provincial People's Committee Nguyen Thi Hoang worked with the Department of Agriculture and Rural Development and related departments, agencies, and localities on the land use plan of Xuan Loc Protection Forest Management Board (Management Board).

The land use plan of the Management Board aims to ensure the effective, lawful, and rational management, use, and protection of land resources. The plan requires a thorough review and clear identification of land locations and boundaries, the area currently in use for the correct purposes, unused land, and land that is contracted, leased, lent, encroached upon, occupied, involved in joint ventures, partnerships, cooperative investments, or under dispute. It also calls for determining the area the Management Board proposes to retain for continued use and the area deemed unnecessary, which will be handed over to local authorities for management.
According to the 2025 land use status review, the Management Board proposes to retain more than 10,029 hectares for continued management and use with nearly 1,843 hectares are directly managed, used, and organized for production by the Board; about 1,392 hectares are allocated for afforestation in partnership with other entities; and approximately 6,795 hectares are contracted to households and individuals for production under contractual agreements. For contracted land that households have stably cultivated and already planted with forest trees and perennial crops, generally meeting the intended land use purpose, the Management Board will conduct a detailed review and classification of contract implementation outcomes.
The Management Board proposed that the Dong Nai Provincial People's Committee, local authorities at all levels, and functional agencies consider resolving the application to convert from land allocation without land use fees to land lease for the production forest land area where the unit has linked afforestation from 2018-2025. They also requested consideration for re-issuing land use right certificates due to state land acquisition for some projects, power lines, and expressways serving the socio-economic development of the locality and region.
Member of the Provincial Party Committee and Vice Chairwoman of the Dong Nai Provincial People's Committee Nguyen Thi Hoang agreed that the Xuan Loc Protection Forest Management Board would continue to manage and use the land in accordance with the current land use plan. She requested the Management Board to incorporate feedback from departments, agencies, and localities, and to conduct a thorough review in order to update and further improve its land use plan.
