(ĐN) - In early August 2025, the Dong Nai Department of Science and Technology and the Ho Chi Minh City Branch of the Vietnam Internet Network Information Center, a unit under the Ministry of Science and Technology (referred to as the Ho Chi Minh City-based VNNIC), signed a cooperation agreement to enhance the management and development of internet resources in Dong Nai province.

*Sir, what are the key highlights of the cooperation agreement on strengthening the management and development of internet resources in Dong Nai, signed between the Dong Nai Department of Science and Technology and the Ho Chi Minh City-based VNNIC?

- This cooperation agreement aims to strengthen coordination in the management and promotion of internet resource usage at the locality, ensuring effectiveness, synchronization, and alignment with the goals of developing digital infrastructure, digital transformation, the digital economy, and the digital society, in line with the Government’s directions.

Regarding the content of cooperation, the two sides agreed on seven key areas. Among them are joint efforts to implement management activities, inspection, and supervision of the effective use of national internet resources (including the “.vn” domain name, IP/ASN); and annual coordination in the inspection, supervision, and management of international domain names at the locality.

Both sides will promote the use of the national domain name “.vn” through the effective implementation of key programs, particularly the program under Decision No. 826/QD-BTTTT (previously) issued by the Ministry of Information and Communications, which supports citizens, enterprises, and business households in building a trusted, safe online presence using the national domain name “.vn” across provinces and cities for the 2024–2025 period.

The goal is to achieve a registration rate of 60–70% among eligible participants in the program, thereby contributing to improving E-Commerce Business Index (EBI), Digital Transformation Index (DTI), and Global Innovation Index (GII) at the local level.

In addition, the two sides will push forward the application and transition of IT infrastructure and internet connectivity to the new IPv6 generation, develop the industrial internet and the Internet of Things (IoT), and support the province’s network infrastructure planning to connect with the Vietnam National Internet eXchange (VNIX) system for sustainable development, while fostering a VNIX member ecosystem at the provincial level.

*Could you elaborate further on the support for citizens, enterprises, and business households in establishing a trusted, safe online presence with digital services using the national domain name “.vn” across provinces and cities during 2024–2025 period?

- The implementation of the program to promote and support citizens, enterprises, and business households in establishing a trusted, safe online presence with digital services using the national domain name “.vn” under Decision No. 826/QD-BTTTT (referred to as the “program”) is one of the key highlights of this cooperation. It aims to encourage citizens, enterprises, and business households in Dong Nai to develop a reliable and secure online identity with the national domain name “.vn”.

For Dong Nai, we have identified 3 main areas of support. Firstly, in terms of infrastructure and deployment tools, we will work closely with Information and Communication Technology (ICT) enterprises and accredited “.vn” registrars to provide stable, safe, reliable, and sustainable services. At the same time, we will build a data system to monitor registrations and usage, and develop evaluation criteria to measure the effectiveness of the program at the local level.

Secondly, regarding training and technical support, VNNIC will lead the program’s activities, from training sessions, workshops, and direct guidance, to providing technical support for staff from provincial departments, sectors, and commune/ward-level People’s Committees.

In addition, VNNIC will roll out specialized training on internet resource management and exploitation, particularly the “.vn” domain name linked with digital services, while organizing communication events and activities to promote the program and its results, raising public awareness.

Thirdly, in relation to information sharing and updates, we will build statistical databases and monitoring dashboards to track registration and usage results across localities, while developing and refining evaluation criteria for measuring the program’s implementation outcomes with the national domain name “.vn.”

At the same time, regulations and policies on the management and use of internet resources will be regularly updated so that the locality can take proactive action. Detailed data on the registration and use of the “.vn” domain name in the province will also be provided to support management and development planning.

Leveraging potential and advantages to develop internet resources

*How do you assess the potential and advantages for developing internet resources in particular, as well as developing digital technology platforms in general, in Dong Nai today?

- Dong Nai is one of the localities with outstanding potential and advantages to develop internet resources as well as digital technology platforms.

In terms of internet resources, Dong Nai has an early-developed telecommunications infrastructure, with broad coverage and proximity to Ho Chi Minh City – the country’s largest internet hub. This gives the province significant advantages in bandwidth, access speed, and connectivity to VNIX. Dong Nai also has a large business community, including many major FDI enterprises, with strong demand for technology applications and digital solutions.

Notably, the provincial government in Dong Nai places great emphasis on digital transformation, the development of the digital economy, and innovation, issuing specific plans to advance these goals. At the same time, Dong Nai boasts a young, dynamic workforce, supported by a wide network of vocational and higher education institutions.

Do Quang Trung, Head of the Ho Chi Minh City-based VNNIC, stated that the unit will coordinate with the Dong Nai Department of Science and Technology to implement concrete, priority solutions aimed at improving the province’s indicators in e-commerce, digital transformation, and innovation. Key solutions include: promoting a trusted online presence through the national domain name “.vn”; upgrading next-generation internet infrastructure; strengthening management and ensuring the security of internet resources; developing human resources and digital skills; and enhancing communications and connections within the digital ecosystem… 

On digital technology platforms, Dong Nai holds a strategically important geographic position as the gateway to the southern key economic region, making it well-placed for trade connectivity and e-commerce logistics. Many of the province’s economic sectors such as e-commerce, industry 4.0, smart logistics, and high-tech agriculture have strong potential for adopting digital platforms. The community of manufacturers and exporters in the province is also proactive and ready to apply solutions such as IPv6, VNIX connectivity, IoT, and the industrial internet to enhance production efficiency.

*To promote the development of digital resources in the coming time, what should Dong Nai focus on, in your opinion?

- I believe Dong Nai should prioritize expanding a trusted online presence by increasing the share of citizens, enterprises, and business households using the national domain name “.vn” alongside websites and security solutions, thereby reducing dependence on foreign platforms. At the same time, the province should upgrade digital infrastructure by transitioning fully to IPv6, connecting to VNIX, investing in shared data infrastructure, and moving toward open data exploitation.

The province should also concentrate on developing digital human resources, from basic skills for the community to advanced expertise for technical staff and businesses, while regularly measuring and evaluating internet quality using the i-Speed tool.
