First section of Ho Chi Minh City’s Ring Road 3 inaugurated

On August 19, the Ministry of Construction and the My Thuan Project Management Unit held the inauguration ceremony for Component Project 1A, Phase 1 of the Tan Van – Nhon Trach section of Ring Road 3 around Ho Chi Minh City.

Attending the ceremony were senior representatives of Dong Nai Province, including Tran Trung Nhan, Member of the Provincial Standing Committee and Head of the Provincial Party Inspection Commission; Truong Thi Huong Binh, Director of the Department of Finance; and Le Thi Thai, Deputy Head of the Provincial Department of Propaganda and Mass Mobilization.

Component Project 1A is the only project in Dong Nai to be completed and inaugurated this year, among eight projects in the province launched or inaugurated to celebrate the 80th anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 1945 - 2025).

At the ceremony, Diep Bao Tuan, Deputy Director of the My Thuan Project Management Unit under the Ministry of Construction and the project’s investor, stated that Component Project 1A spans more than 8 kilometers and runs through both Ho Chi Minh City and Dong Nai Province. To ensure early completion and maximize investment efficiency, agencies, units, the investor, construction contractors, and consultants worked tirelessly, overcoming challenges and organizing construction in three shifts across four crews to complete the project on schedule.

The My Thuan Project Management Unit, in coordination with construction contractors, supervising consultants, and participating units, launched a “60 days and nights” emulation campaign with the goal of achieving technical clearance for Component Project 1A in celebration of the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975 –  2025). The project is now complete, and the Ministry of Construction, in coordination with relevant agencies, has finalized acceptance procedures to organize the inauguration ceremony. The project will officially open to traffic at 7:00 a.m. on August 20, 2025.

At the inauguration ceremony, Truong Thi Huong Binh, Provincial Party Committee member and Director of the Dong Nai Department of Finance, emphasized that bringing Component 1A into operation will significantly shorten travel between Dong Nai Province and Ho Chi Minh City. The new section will create a strategic transport corridor that enhances freight mobility, strengthens regional trade connectivity, enables advanced traffic management, and alleviates congestion on urban routes in Ho Chi Minh City. Dong Nai Province will work closely with Tay Ninh Province and Ho Chi Minh City to expedite construction of the remaining project sections, targeting technical handover by December 19, 2025, in accordance with the Prime Minister’s instructions.

Regarding the operational plan for Component 1A, a representative of the My Thuan Project Management Board stated that from August 20, 2025, until no later than December 2026, Component 1A will be opened to traffic, providing a connection from Provincial Road 25B (Dong Nai Province) to the Ho Chi Minh City – Long Thanh – Dau Giay Expressway interchange. This phase will include 300 meters of temporary roadway from Component 1.

During this period, traffic will be limited to a maximum speed of 80 km/h and restricted to passenger cars, light trucks under 1.5 tons, and buses with up to 16 seats. Two-wheeled vehicles will be allowed to travel only on the section from Provincial Road 25B to the Ly Tu Trong interchange within Dong Nai Province and will not yet be permitted to cross Nhon Trach Bridge.

Starting from December 2026, traffic will be fully organized along the entire expressway, with a maximum speed limit of 100 km/h. Motorized vehicles will use the four-lane expressway, while mixed traffic will travel on the parallel service roads. Nhon Trach Bridge will operate under a mixed-traffic configuration, featuring a cross-section with two lanes for motorized vehicles and two lanes for mixed traffic, separated by a central divider. The speed limit will be 80 km/h for motorized lanes and 60 km/h for mixed lanes.
