On the afternoon of August 15, comrade Vu Hong Van, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Dong Nai Province, chaired an irregular congress of the Provincial Party Executive Committee for the 2020–2025 term.
Co-chairing the congress were comrades including Ton Ngoc Hanh, Alternate member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, and Chairwoman of the Dong Nai Provincial People’s Council; Vo Tan Duc, Deputy Secretary of the Provincial Party Committee and Chairman of the People’s Committee of Dong Nai province; Huynh Thi Hang, Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial Vietnam Fatherland Front Committee; and Thai Bao, Deputy Secretary of the Provincial Party Committee, Head of the Provincial Party Committee Organization Commission, and Secretary of the Party Committee of Dong Nai Provincial Party Agencies.

The congress worked on contents including providing opinions on the draft Political Report and the draft self-assessment Report of the Provincial Party Executive Committee for the 2020–2025 term to be submitted to the 2025–2030 Provincial Party congress; giving opinions on the personnel plan for the 2025–2030 Provincial Party Congress; and considering disciplinary actions against Party members.

At the congress, comrade Nguyen Thi Hong Trang, Provincial Party Committee Member, Deputy Head of the Propaganda and Mass Mobilization Committee of the Provincial Party Committee, presented the proposal seeking feedback from the Provincial Party Executive Committee on the draft Political Report to be submitted to the Provincial Party congress for the 2025–2030 tenure.
Accordingly, up to now, the Provincial Standing Party Committee had directed to build the drafting of the Political Report (7th version). In the drafting process, as of August 15 2025, congresses of 99 Party organizations under the Provincial Party Committee had contributed more than 2,700 opinions.
For former provincial leaders through the periods, there are fifty six comrades contributed comments. Central-level agencies, including the Central Internal Affairs Commission, the Ministry of Health, and the Ministry of Agriculture and Environment, also provided opinions.
The Provincial Party Committee also organized a scientific Workshop on socio-economic development Orientation with the goal of double-digit growth, contributing to the draft document of the Provincial Party congress for the 2025–2030 tenure. The workshop received 21 essays and 14 oral contributions from scientists and experts.

The majority of opinions agreed with the structure of the draft Political Report; including highly appreciating the thorough and serious preparation of the document, which reflects the collective wisdom and dedication of the entire Provincial Party Committee and people of Dong Nai. The opinions showed high consensus on the forecasts, orientations, viewpoints, goals, key tasks, major solutions, and breakthrough measures for the 2025–2030 term of the Provincial Party Committee.
In addition to this consensus, there were many constructive comments contributing to improving the report, making it more specific and complete in assessing achievements, limitations, causes, as well as in proposing solutions and targets for the 2025-2030 term.

The comments focused on clarifying data, supplementing shortcomings, adjusting targets at the same level as reality, and proposing breakthrough and practical solutions in many important fields such as Party building, socio-economic development, science and technology, environment, national defense and security, and culture and human development.
They also made clear synchronization in six pillars including governance - economy - infrastructure - transportation - environment - smart society. The comments focused on affirming that the goal of achieving double-digit GRDP growth is feasible if Dong Nai effectively promotes its advantages after the merger, especially by positioning itself as the central locality of the Southeast region with modern transport infrastructure (Long Thanh Airport, seaport system, expressways) and capacity in manufacturing and processing industry to meet development requirements in the new period.
Based on the feedback from Party committee levels, central leaders, former provincial leaders, central agencies, experts, and scientists, the Standing Committee of the Provincial Party Committee directed the review, update, and supplementation of appropriate content into the draft Political Report for the 2025–2030 Provincial Party congress. In addition, some contents were included in the Action Program to be implemented through projects, programs, and plans during the 2025-2030 term.

Regarding the congress theme, the Provincial Standing Party Committee streamlined it to 58 words: “Strengthening the building of a clean and strong Provincial Party Committee and political system; promoting the strength of the great unity of the entire people; being pioneering, creative, and developmental; ensuring national defense and security; mobilizing and effectively using resources; building Dong Nai into a green, prosperous, civilized, and modern province.”
The congress motto, through comments, was adjusted to: “Solidarity - Pioneering - Breakthrough = Integration – Development.”
As for evaluating the achievements of the 2020-2025 term, the report integrated the results of the former Dong Nai and Binh Phuoc provinces, highlighting outstanding achievements in all fields, especially socio-economic development models, to show the efforts and resilience during the 2020-2025 term. General statistics after the merger were presented in summary, while other detailed figures were included in an appendix.

Regarding limitations and causes, the report absorbed assessments of the main and common shortcomings of the two provinces during the 2020–2025 term, presented concisely and clearly by sectors including Party building and political system; economic development, science and technology, environmental protection; cultural, social, and human development; national defense, security, and foreign affairs; and key, priority, tasks and breakthrough fields, serving as a basis for proposing appropriate and feasible remedial solutions in near future.
On lessons learned, the report summarized five lessons, grouped by topic, to clarify experiences in each sector.
On viewpoints, goals, tasks, and solutions for 2025–2030, based on the comments, the report has been supplemented with complete data and presented a comprehensive picture of Dong Nai during the 2025–2030 period.
At the meeting, the Provincial Standing Party Committee sought opinions from the Provincial Party Executive Committee on the political report in the following contents including congress theme and motto; results of the 2020–2025 term; limitations and causes of the past term; lessons learned; viewpoints, goals, tasks, solutions, and main targets for 2025–2030 tenure......, among others.

Contributing opinions at the meeting, members of the Provincial Party Executive Committee suggested: The development viewpoint of the draft of the Political Report should include General Secretary To Lam’s guiding principle of “Solidarity – the truth of all times,” with unity “from top to bottom, smooth coordination across all levels” within the political system. It always determines that maintaining internal unity is survival principle and top priority in Party building work, together with promoting the strength of the great unity of the entire nation as the “lifeblood” and “red thread” running through all work, ensuring that the Party’s and State’s policies are thoroughly, consistently, and effectively implemented, best meeting the legitimate aspirations of the people.
It also proposed adding the viewpoint of balanced development among all localities of the province to avoid rich–poor gap; and including in the breakthrough tasks for 2025–2030 tenure: developing tourism; Building and forming modern and smart urbans; and Training a contingent of cadres to meet development requirements in the new era.

For the main targets of the 2025-2030 term, opinions proposed adding targets for digital, healthcare, and education infrastructure, as well as the rate of waste treatment using advanced technology, etc.
Also at the meeting, Tran Trung Nhan, Member of the Provincial Standing Party Committee and Head of the Provincial Party Committee’s Inspection Commission, presented the proposal seeking feedback from the Provincial Party Executive Committee on the draft Self-Assessment Report of the 2020–2025 term for submission to the 2025–2030 Provincial Party congress.
In his directive speech at the congress, Vu Hong Van, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Dong Nai Province highly appreciated the opinions contributed to the draft Political Report of the Provincial Party Executive Committee for the 2020–2025 term. He noted that they reflected deep thinking, spirit of responsibility, dedication, and great concern for Dong Nai’s development in the coming time.

The Secretary of the Provincial Party Committee stressed: high-quality congress document will serve as a basis for the province to effectively implement work in all fields, meeting the requirements of rapid and sustainable development in the next five years and beyond, especially the goal of double-digit economic growth.
The Party and State’s policy is to “leave no one behind,” and thus the political report must demonstrate balanced development among all regions of the province, ensuring that disadvantaged areas do not lag too far behind the core areas.
At the same time, attention should be paid to green development and tourism development. It is necessary to make forecasts of the situation, as Dong Nai have favorable conditions for strong growth, especially when Long Thanh International Airport comes into operation, leading to a population structure shift. With a population now exceeding 4 million, Dong Nai must promote investment in healthcare and education to best meet the increasingly high living standards of its people.

Dong Nai is home to many religious communities, ethnic minorities, and remote, border areas; therefore, resources must be allocated for these areas, especially for transportation infrastructure.
After the congress, the Provincial Standing Party Committee requested: Cadres, Party members, and all social strata continue to contribute opinions to the document of the Provincial Party Executive Committee. Constructive and well-founded opinions will be incorporated into the document, becoming the congress resolution and action program, which must be implemented in real life, leaving a legacy for future generations from the province’s policy decisions.
