According to the reports of the representatives of the People's Committees of the wards at the meeting, ahead of the new 2025-2026 school year, schools in the wards all faced difficulties due to shortage of classrooms, school facilities, and teachers. In particular, some schools in Trang Dai, Long Binh, and Tam Hiep wards still have to borrow classrooms.
Many primary schools face shortage of teachers, especially those in charge of subjects such as Fine Arts, Music, Physical Education, Informatics, History, and Geography. At the same time, computer sets need to be supplemented to serve Informatics lessons.
The shortage of classrooms and teachers is a difficulty for local schools in teaching 2 sessions/day following the guidance of the Ministry of Education and Training.
In addition, some representatives from the wards said that implementing the two-tier local government model, many tasks related to education have been decentralized for local management. However, the wards need to supplement the staff with specialized personnel to manage the education sector to better perform the assigned tasks.
Representatives of the People's Committees of the wards proposed that the Provincial People's Committee and the Department of Education and Training soon issue guidelines for implementing teacher recruitment process and the appointment and re-appointment of officials after this task has been assigned to the ward and commune levels.
After listening to the reports and discussions from representatives of the wards, departments, and sectors, Vice Chairman of the Provincial People's Committee Le Truong Son directed the urgent deployment of tasks to ensure classrooms, school facilities, and the staff of management officials and teachers in preparation for the new school year of 2025-2026.
Vice Chairman of the Provincial People's Committee Le Truong Son requested that the projects being implemented by Project Management Board of Area 1 in the 9 above-mentioned wards must be given attention to. Any project that has sufficient procedures and conditions should be implemented immediately; if there are difficulties, it’s necessary to proactively coordinate with the People's Committee of the ward where the project is being implemented to promptly resolve them. Vice Chairman of the Provincial People's Committee Le Truong Son thought that there needs to be a separate specialized topic for school construction investment projects in the 9 wards, thereby promptly resolving difficulties...
After the arrangement of the wards and communes following the two-tier local government model, the wards need to re-grasp information on the progress of educational investment projects being implemented in their areas. As for the projects that have been approved and funded before July 1, 2025, it is necessary to consider whether they can be continued to be implemented quickly and effectively, meeting the demand of usage.
