(ĐN) - On August 9, the Department of Construction of Dong Nai province issued Decision No. 165/QD-SXD on the establishment of an Appraisal Team to assign investors to social housing construction investment projects.

The Appraisal Team is headed by Mr. Do Thanh Phuong, Deputy Director of the Department of Construction. The two deputy heads are Mr. Nguyen Huu Lap, Head of the Housing Management and Real Estate Market Division, and Mr. Thai Doan Hoa, Deputy Head of the same division, both from the Department of Construction.
The team is tasked with appraising the assignment of investors or approving investment policies while simultaneously assigning investors without competitive bidding for social housing construction projects, in accordance with Resolution No. 201/2025/QH15 dated May 29, 2025, of the National Assembly, and Decree No. 192/2025/ND-CP dated July 1, 2025, of the Government.
The team can invite representatives of commune-level People's Committees, relevant agencies, and units to attend and contribute opinions to meetings when necessary. At the same time, it may solicit opinions or request relevant agencies and units to provide documents, materials, and information related to the project to serve the appraisal work.
Earlier, the Department of Construction publicly announced 10 social housing construction projects with approved investment policies in the province. These include: the ChC1 and ChC2 social housing areas in Phuoc Tan Ward, social housing in Tam Hiep Ward, social housing on the apartment land within the Long Binh Ward resettlement area, a social housing apartment complex on the 2.1-hectare site in Phuoc An Commune, a social housing apartment complex on the 3.7-hectare site in Phuoc An Commune, social housing on the approximately 3.5-hectare site in Trang Bom Commune, social housing on the 2.8-hectare site in Ho Nai Ward; the Tan Trieu Ward social housing area, the An Phuoc social housing area in An Phuoc Commune, and the Phuoc Binh social housing project in Phuoc Thai Commune.
The projects mentioned above will not undergo competitive bidding for investor selection as previously required. Instead, interested investors will be invited to submit proposals. Once the proposals are submitted, the appraisal team will evaluate them based on set criteria, assign scores, and recommend to the competent authority the assignment of investors to implement the projects under special mechanisms and policies for social housing development.
