Vinh Cuu district achieved the standard of new-style rural district in 2017. With the view that "Building new-style rural district has a starting point but no endpoint," Vinh Cuu district has synchronously implemented various measures to maintain and consolidate the achieved results and gradually improve the quality of new-style rural district criteria, aiming for the district to reach the enhanced NTM standard by 2025.
The journey of building advanced new rural areas
With the motto of "taking production development and income improvement" as the foundation for building new-style rural district, alongside existing policies from the Central and provincial government to support agriculture, farmers, and rural areas, based on practical realities in the locality, the district has issued policies within its authority to support, encourage the people, and contribute to promoting the implementation of the Party and State's policies on agriculture and rural development in the area.
In agricultural production, Vinh Cuu district is among the top in the province for applying IMO (probiotics) in production. Currently, the entire district has hundreds of hectares of crops applying IMO and MEVI to compost organic fertilizers and produce plant protection products used in crop production.
Regarding the development of high-quality agricultural products that meet standards, by 2024, there will be 17 OCOP products (One Commune One Product Program) in the district, including 4 four-star OCOP products: grapefruit with sweet orange leaves, green skin grapefruit from enterprises in Tan Binh commune; instant quail eggs and fresh quail eggs in Thien Tan commune. The district has 13 OCOP products meeting the three-star standard in communes: Tri An, Vinh Tan, Tan An, Binh Loi, Phu Ly, Thanh Phu...
The investment in a centralized clean water supply system in the district has been strengthened and achieved outstanding results, with many indicators reaching and exceeding the set resolutions.
Notably, in 2024, the district implemented projects to invest in clean water supply lines and expand investment in water supply pipelines in the communes of Tan An, Tan Binh, Binh Loi, Thanh Phu... To date, the percentage of urban households using clean water in the district has reached 97.8% (resolution target 97.8%). The percentage of rural households using clean water according to the QCVN02:2009/BYT standard is over 86% (resolution target 84%), of which those using clean water from centralized water supply works account for over 59% (resolution target 58%).
In 2025, Vinh Cuu district aims to maintain the communes achieving enhanced NTM standards and model new rural areas; strive for 2-3 model residential areas; and the district to be recognized as achieving the enhanced NTM district standard in 2025.
Striving to complete the advanced new rural district goal
So far, the entire district has 100% of communes meeting enhanced new-style rural district standards, including 3 communes achieving model new-style rural district standards and 1 town achieving civilized urban status. Additionally, there are 15 model residential areas in the district.
From the results achieved in building new-style rural area, the material and spiritual life of the people has significantly improved, and the quality of life has been elevated. The average income per capita in the entire district in 2023 reached 81 million VND/year, nearly double compared to 2015. Among these, some communes exceed the district's average, such as the model new-style rural commune of Phú Lý, which has an average income per capita of 88 million VND/year.
Nguyen Duc Nam, Deputy Head of the Agriculture and Rural Development Office of Vinh Cuu district, said that recently, the district has focused on developing agriculture towards organic farming and promoting the application of science and technology in production, with some effective economic models such as: using drones for crop care, producing according to VietGAP standards; saving water through pipeline irrigation, growing vegetables in greenhouses and nets.
In addition, the district has applied digital transformation to trace the origins of key agricultural products such as: scanning QR codes; using TE-FOOD software to monitor diseases, Consumption output, traceability for pork and chicken. Currently, the average production value of agricultural land in the area reaches 157.8 million VND/hectare. The ecological environment in rural areas has improved, and the district has launched a strong movement to build bright - green - clean - beautiful roads; regularly organizing sanitation campaigns throughout the area.
To accomplish the task of achieving enhanced new rural development standards by 2025, the Chairman of the Vinh Cuu District People's Committee, Nguyen Quang Phuong, noted that 2025 holds particular significance, being the last year to implement the Resolution on the socio-economic development plan and national defense - security for the five years from 2021-2025, as well as being the year focused on organizing the Party Congress at all levels, moving towards the 14th National Party Congress. To achieve the set goals, in 2025, the district has set 20 socio-economic, national defense - security, and environmental targets that need to be fulfilled. Based on these specific targets, the district has developed tasks and solutions to be implemented such as: creating favorable conditions for investors to deploy projects in the district, while also supporting the removal of difficulties for businesses to develop and expand production scale, contributing to the socio-economic development of the district. Regarding budget management, the district directs the strengthening of state budget management, ensuring it is tight, saving, and effective. Reviewing revenue sources to avoid losses for the state budget.
In addition, the district enhances inspection of investors and construction units of investment projects in the area, resolving difficulties and bottlenecks for investors to expedite the disbursement of investment capital for basic construction. At the same time, directing the effective implementation of compensation work and land clearance for projects in the district.
