In his speech at the ceremony, Head of the Permanent Agency of the Central Commission for Communications and Education in HCM city Dang Manh Trung, who is also the President of Dong Nai's Vietnam-Russia Friendship Association, highlighted the everlasting Russian October Revolution victory that significantly changed the global structure, opening a new era and lighting up the way of liberation of other nations in the world, including Vietnam.
The Russia October Revolution also brought the Vietnam and the former Soviet Union and people closer and formed their long-lasting friendship.
As for Dong Nai, specific evidence for the friendship is Tri An Hydropower Plant in Vinh Cuu district which was built under the financial and technical support from the former Soviet Union in 1984 and was put into operation in 1991.
In recent years, Dong Nai paid its attention in boosting diplomatic activities with more than 40 countries and territories, in which Russia is one of potential partners.
