Disturbing public order is an offence stipulated in Article 318 of the Penal Code.
According to the indictment, at about 10am of June 10, many people carried banners and placards to object to the draft law on the special administrative-economic units of Van Don, Bac Van Phong and Phu Quoc. They moved along National Highway 1A from Tan Bien ward to Pham Van Thuan street of Bien Hoa city.
During the rally, many protestors chanted and encroached upon the road, causing traffic congestion and public disorder.
Reaching the intersection of Pham Van Thuan and Vo Thi Sau streets, about 300 people gathered at this area, continuing to block the traffic. Some of them shouted and caused disturbance, leading to traffic jam on many other roads nearby.
Although authorised forces persuaded the demonstrators to keep order, many of them refused and went on with disturbing actions, the indictment said.
In response to the extremist behaviours, police put 52 protestors into temporary detention. After investigation, they asked the Bien Hoa procuracy to prosecute 20 of the arrested persons.
