Dong Nai effective in human resources training

Dong Nai Province has intensified training activities and applied suitable policies to attract highly qualified human resources for sectors that have demand, effectively using the provincial Fund for Human Resources Development.

 

Dong Nai Province has intensified training activities and applied suitable policies to attract highly qualified human resources for sectors that have demand, effectively using the provincial Fund for Human Resources Development.

The province has concentrated on implementing major tasks to further improve local human resources in terms of both quantity and quality to meet the requirements of socioeconomic development and help Dong Nai attract more investment in the future.

Training highly qualified human resources

Since 2011, Dong Nai’s human resources have increased both quantitatively and qualitatively. The province no longer lacks officials at a grassroots level. People who have been trained in technical high schools or received higher-level training account for 83 percent of the provincial workforce. Dong Nai has applied many policies to promote human resources development, for example providing state funds for postgraduate training programs, awarding scholarships for students, providing credit loans, and launching education and talent promotion programs.

The Dong Nai Science and Technology Department said that in the period from 2011-2015, the province provided human resources training at eight levels and exceeded most of planned targets. Notably, domestic master degree training reached 554.8 percent of the planned target. The provincial postgraduate training program for the 2011-2015 period, presided over by the provincial science and technology department, has attracted the participation of 1,604 persons, an increase of 1,248 persons compared with the 2006-2010 period, with 129 persons following doctoral degree training courses, up 117 persons.

Dong Nai’s postgraduate training program for the 2016-2020 period will focus on overseas doctoral and master degree training to produce highly qualified experts in key areas such as biotechnology, information technology, healthcare, and new materials. 

Business participation

An important factor affecting businesses’ investment decisions, apart from infrastructure and investment preferences, is the availability of skilled and highly qualified human resources. Aware of the important role of human resources, many companies have worked together with localities in training workers. Robert Bosch for example has chosen to build its factory in Dong Nai’s Long Thanh Industrial Park and a software technology center in the Saigon Hi-tech Park after considering 14 places in Asia. The company made these decisions because it had received assistance from Vietnamese state authorities in seeking 500 skilled workers and 90 highly qualified engineers. Bosch’s experience shows that businesses need to take the initiative in coordinating with local governments in human resources training and development.

Businesses’ participation in training activities has contributed to improving the quality of provincial human resources, marking a new step forward in diversifying sources of investment in vocational training. The Dong Nai Department of Labor, Invalids and Social Affairs has encouraged businesses, vocational schools, and vocational training centers to maintain coordination with businesses in training activities.

To attract more investors, Dong Nai needs to be committed to providing them with qualified human resources. On their side, investors need to provide the local government with information about their demand (number of workers, qualifications, salary), as well as training requirements. The coordination between investors and the local government will help ensure the highest effectiveness of training.
