Cao Ngoc Tuan, the owner of the establishment, failed to show the police a business license and quarantine certificates for the beef.
Tuan said that he collected most of the meat in local slaughterhouses and processed before carrying it for sale in the market.
The police seized all meat of unknown origin for destruction.
