Huynh Thi Thuan, a 37-year-old disabled woman, has been cheated by a man in elegant clothes who took away 400 lottery tickets worth VND4 million (US$192) from her.

Huynh Thi Thuan, a 37-year-old disabled woman, has been cheated by a man in elegant clothes who took away 400 lottery tickets worth VND4 million (US$192) from her.
With inborn defects in both her arms and legs, Thuan almost has no limb. Therefore, she has to hire a woman to bathe her for VND20,000 ($1) per day.
Everyday she travels on a wheelchair to make a living by selling lottery tickets at the Tan Phong crossroads in Tan Phong Ward, Bien Hoa City.
Some other people who live or work near the crossroads usually help her with arranging the lottery tickets on a wooden board tied to her wheelchair.
Thuan told Tuoi Tre that yesterday morning, January 21, a man wearing fashionable clothes came over to her on a deluxe scooter.
He pulled out from his shirt pocket many lottery tickets and told her he had won the 8th prize (VND100,000) for 40 tickets issued by the Tay Ninh Lottery Ticket Company on January 17.
He then asked Thuan whether she had enough money to cash his winning tickets. Thuan replied that she had no money but could give him new tickets as an exchange for the prize money.
Thuan has no hands to hold or check these tickets, so she just looked at the figures on them and found they were winning figures.

While Thuan was still examining the tickets with her eyes, the man rapidly gathered all the 400 tickets on the board and sped away.
When she asked others to examine the supposedly winning tickets, she found out that some figures had been glued onto them.
“I am both disabled and poor. That man was iron-hearted,” Thuan said in tears.
This is the third time she has been cheated that way. During two other incidents, she lost VND3.5 million worth of lottery tickets to cheaters.
“I wanted to cash winning tickets so that I could get commission from the lottery company,” Thuan said.
Thuan is one of four children in a family in Khanh Hoa Province’s Ninh Hoa District. She lost her father when she was 5 years old.
Her siblings cannot help each other since all are living in poverty. Two years ago, Thuan came to Bien Hoa to sell lottery tickets to support herself and her old mother.
