Dong Nai strengthens data connectivity and interoperability for urban governance

Building and ensuring data interoperability among government agencies and units across Dong Nai City has become a key priority as the city accelerates digital transformation to meet the urgent demands of a new stage of development.

Departments, agencies and relevant units are stepping up efforts to develop and complete sector-specific databases to facilitate data connectivity and sharing while enhancing the effectiveness of governance and public administration.

Official operation of the city’s IOC

In mid-June 2026, as part of the signing ceremony for a cooperation agreement on science and technology development, innovation and digital transformation for the 2026–2030 period between the Dong Nai City People's Committee and the Vietnam Posts and Telecommunications Group (VNPT), the two sides officially launched the Dong Nai City Intelligent Operations Center (IOC).

Located at the city's Public Administrative Service Center in Tran Bien Ward, the IOC integrates, utilizes and visualizes data to support monitoring, supervision and decision-making by city leaders.

According to the Department of Science and Technology, the Dong Nai City IOC system is operated at the address https://ioc.dongnai.gov.vn and on two mobile platforms, Android and iOS. Over the past period, departments, sectors, and units have focused on accelerating the connection of sector-specific databases from departments, boards, and sectors to the City IOC. The center, fully operational online and on mobile platforms, now focuses on key governance indicators. Integrated data currently cover public finance and budgeting, including revenue, expenditure and public investment disbursement; administrative procedures through the iGate system; the 1022 citizen feedback hotline; electronic document management; and key socio-economic indicators. Several departments and sectors—including Education and Training, Home Affairs, Agriculture and Environment, Finance, Industry and Trade, Health, and Construction—have completed database connectivity through application programming interfaces (APIs). The IOC has also successfully integrated live camera feeds from public administrative service centers and major traffic intersections.

Nao Thien Anh Minh, Deputy Director of the Department of Construction, said the department and relevant units have handed over and put into operation the project tracking system on the IOC. The operation of this project tracking system holds widespread potential for application, particularly in a locality with a large number of key projects like Dong Nai. The system aims to enhance the direction and governance efficiency of the City People's Committee, contributing to accelerating the progress of investment projects in the city, step by step applying digital technology in state management, and forming a data system for smart governance.

In mid-June 2026, Member of the Standing Board of the City Party Committee, Vice Chairman of the Dong Nai City People's Committee Le Truong Son chaired a working session with relevant departments, sectors, units, and telecommunications enterprises to hear reports on the current status of data building, interoperability, and connectivity among local agencies and units, as well as the progress of data integration into the IOC and the city's shared data warehouse.

At this working session, Deputy Director of the Department of Finance Pham Tuan Anh noted that to improve the efficiency of the IOC monitoring and operations system, it is necessary to enhance interactive features, strengthen data connectivity, and integrate reporting and synthesis systems for appropriate contents and sectors, thereby elevating governance and management efficiency. In particular, it is crucial to reinforce sector-specific data connectivity, especially for the investment project progress tracking system on the IOC.

Also at this working session, Le Truong Son, Member of the Standing Board of the City Party Committee, Vice Chairman of the Dong Nai City People's Committee, stressed that regarding  data integration into the IOC, relevant departments, sectors, and units must continue to maintain and promote data integration for sectors that are performing well, such as healthcare, education, and statistics, while supplementing vital information to enhance governance efficiency. Units that have not yet integrated data must coordinate with relevant departments and sectors to evaluate the causes and receive technical support for data standardization before uploading it to the system, ensuring the schedule and relevant regulations on data integration.

Enhancing data connection efficiency, ensuring system information security

According to the Dong Nai City Department of Science and Technology regarding the current status of Data Centers (DC), the city is currently operating two main data centers in different states. Among them, the City DC (formerly the Binh Phuoc DC) serves as the primary operational foundation, well meeting requirements with modern technical infrastructure, high redundancy, and substantial scalability. The system operates 40 physical servers and 108 shared information systems, with the potential to expand storage from 100% to 1,000%. However, priority should be given to upgrading firewalls, renewing security software licenses, and supplementing storage capacity for the camera system. As for the former Dong Nai Province DC (Vuon Mit DC), much of its infrastructure and equipment is damaged or outdated; according to current assessments, this DC mainly plays a temporary role in maintaining access to historical data.

Also according to the Department of Science and Technology, the city's data warehouse system was built on the foundation of the former Binh Phuoc Province data warehouse, meeting the criteria for functions and technical features of a data synthesis and analysis platform in accordance with regulations. As of June 2026, the system had integrated 134 sector-specific databases from 12 departments, sectors, and units, while establishing a total of 374 APIs, of which 277 APIs have been provided to the open data portal, the IOC and other shared systems.

In the current digital transformation process, data integration and interoperability towards smart urban management and development is always linked with the work of ensuring cybersecurity and information security. According to experts, information security and cybersecurity work includes protecting the local information technology infrastructure and critical data, ensuring the system reaches information security levels by grade, as well as meeting the requirements for centralized operation, long-term expansion, and the application of modern security architecture.

According to VNPT Dong Nai, the overview dashboard is the core area of the IOC in general and Dong Nai City's IOC application in particular. Through visual charts and warning systems, city leaders can quickly identify prominent indicators, issues requiring attention, or delayed tasks, including socio-economic development indicators and public service indicators, as well as tracking the progress of key projects and sectors like the environment, healthcare, and education.

Vice Chairman of the Dong Nai City People's Committee Le Truong Son emphasized that data building, interoperability and connectivity among local agencies and units must be prioritized and deployed to meet the urgent requirements of the new development phase. In particular, data building must be carried out methodically and strictly, from assessing the current status and preparing information security classification dossiers to system integration and ensuring information security.

To ensure consistency, safety, and efficiency in operating the city's DC and smart operations system, the city leader has assigned the Department of Science and Technology to act as the focal point, coordinating with departments, sectors, mass organizations, and enterprises to implement the proposals and recommendations of the City Police on ensuring information security for the system.
