Dong Nai always focuses on developing science and technology (S&T), innovation, and digital transformation. In 2026, the province will focus on implementing several key tasks in the S&T field.

Promoting achievements
In 2025, Dong Nai was one of the leading localities in the process of building land data. The innovation index in 2025 ranked 12th out of 34 provinces and cities nationwide. Digital infrastructure had basically met the operational needs of the two-tier local government model.
Currently, 100% of communes and wards are connected to the specialized data transmission network and online video conferencing system.
The province is prioritizing the completion of databases to support connectivity and data sharing, including those on land, personal health records, electronic medical records, electronic student records, and the development of a party member database.
The Digital Literacy Movement for All has been widely implemented across the province, with more than 153,000 people recently trained in artificial intelligence (AI).
According to the report of the Ministry of Science and Technology at the Conference of Directors of Departments of Science and Technology of provinces and centrally-run cities in 2025, held at the end of December 2025, the Ministry of Science and Technology as well as localities organized and implemented many activities, events, and evaluated outstanding leadership and management results in fields related to the S&T sector. Among them, Dong Nai province had outstanding activities and results.
Specifically, in the field of science and technology, the province organized the Conference on Removing Bottlenecks in Medical Research in Dong Nai; the Workshop on Introducing Policies and Procedures for Certifying High-Tech Activities: Opportunities for Innovative Businesses; and the 2025 Conference on Technology Training and Public Administration in Dong Nai Province.
In the digital technology industry, Dong Nai attracted significant investment, notably from Coherent Corporation (USA), and inaugurated a semiconductor manufacturing plant in July 2025.
In the information technology industry, the province implemented the Long Thanh Centralized Information Technology Zone project.
In addition, according to the Department of Science and Technology, the province also established and launched the Provincial Science and Technology Development Fund, and successfully organized the Techfest Dong Nai 2025 event in October 2025.
The province implemented a digital data warehouse and an open data portal, integrating 2,060 administrative procedures into the National Public Service Portal.
Dong Nai also issued a decision announcing the list of 1,988 administrative procedures to be implemented independently of administrative boundaries within the province.
Implementing many key tasks and solutions
Speaking at the Preliminary Review Conference on the implementation of Resolution No. 57-NQ/TW of the Politburo and Resolution No. 71/NQ-CP of the Government on breakthrough development in science and technology, innovation, and national digital transformation in the province in 2025 and the implementation directions for 2026, held in December 2025, Deputy Director of the Department of Science and Technology Nguyen Minh Quang shared: In 2026, the province has identified 27 tasks in the field of science and technology.
These include establishing venture capital funds for innovative startups, technology incubation, and digital transformation; researching and proposing a pilot free trade zone at the Long Thanh Centralized Information Technology Zone project for the semiconductor and data industries; and deploying an international fiber optic distribution station for the park, connected to the Vung Tau international submarine fiber optic cable landing station, to serve super-large data centers and establish a high-speed international internet highway to support digital economic development, logistics, and related sectors in the area.
In addition, the province will promote and attract large technology enterprises and prominent research organizations from around the world, the region, and Vietnam to invest in the Long Thanh Centralized Information Technology Zone project, the Science-Technology and Innovation Zone, and other provincial hubs.
At the same time, Dong Nai will implement plans and projects to develop a team of lecturers and scientists with the capacity and qualifications to meet training needs in basic sciences, semiconductor chip technology, microchips, key engineering, and technologies.
Also at the conference, Nguyen Minh Quang added: The province will develop a plan or program for in-depth training in network information security for its dedicated IT personnel; develop high-quality human resources in cybersecurity; and enhance the operational capacity of national forces responsible for ensuring network safety and security.
In parallel, the province aims to put into operation its centralized smart monitoring and operating center, with practical applications of artificial intelligence; implement innovative management systems in areas such as smart traffic, smart healthcare, and smart agriculture; pilot commune-level innovative urban models; launch a trading platform for the province’s key products; and develop digital infrastructure, digital economy, and digital society in line with set targets.
At the working session between the Dong Nai Provincial People's Committee and the Viettel Military Industry and Telecoms Group (Viettel) on digital transformation in late December 2025, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Nguyen Van Ut emphasized that provincial departments and agencies must strengthen coordination with relevant units in evaluating and reviewing the current status of digital transformation in Dong Nai.
Based on this, they should propose key solutions to leverage the province’s strengths and potential as well as accelerate the digital transformation process. At the same time, it is necessary to promptly implement and develop the province’s shared data warehouse and formulate a clear roadmap for the development of digital government, digital economy, and digital society in a manner that is appropriate, compliant with regulations, and contributes to local socio-economic development.
At the conference to review the work of 2025 and implement tasks for 2026 in the science and technology sector, held in late December 2025, Deputy Prime Minister Nguyen Chi Dung emphasized that in 2026, the Ministry of Science and Technology, along with other ministries, sectors, and localities, must focus on directing and carrying out key and core tasks.
Accordingly, it is necessary to clearly define the roadmap for these priority tasks and allocate appropriate resources for investment in infrastructure, data systems, strategic technologies, and high-quality human resources, while establishing control mechanisms to ensure the effective implementation of these initiatives.
At the same time, the Ministry of Science and Technology should coordinate closely with ministries, sectors, and localities to strengthen the integration of science and technology with digital transformation and Project 06/CP, and position businesses as the central pillar of the national innovation system.
