Dong Nai continues efforts to improve Digital Transformation Index

Dong Nai province is making efforts to implement solutions to improve its Digital Transformation Index (DTI). The province continues to expand activities to strengthen the three key pillars: digital government, digital economy, and digital society.

Focusing on developing key pillars of digital transformation

According to the 2024 DTI results released by the Ministry of Science and Technology in October 2025, Dong Nai scored 0.7164 points, ranking 15th nationwide in the provincial DTI index in 2024.

The DTI is an important tool for monitoring progress, evaluating effectiveness, and guiding policy to promote digital transformation at the national level. The provincial DTI is structured around three pillars: digital government, digital economy, and digital society, consisting of 8 main indicators and 47 sub-indicators.

Among these, the group of common foundational indicators (digital awareness, digital institutions, digital infrastructure, digital human resources, and cybersecurity) accounts for the majority, alongside activity-based indicators (digital government, digital economy, and digital society). In these sub-indicators, Dong Nai achieved high scores and ranked among the national top performers in digital awareness, digital infrastructure, cybersecurity, digital economic activities, and digital social activities.

In recent years, Dong Nai has focused on developing digital government, digital economy, and digital society, contributing to achieving the province’s goal of double-digit economic growth. According to the 2024 DTI results, Dong Nai ranked 14th nationwide in the digital economy pillar with 0.8063 points, and 9th in the digital society pillar with 0.8296 points.

The province has now essentially completed synchronized, modern and secure digital infrastructure, establishing a solid foundation for comprehensive digital transformation and the development of the digital economy and digital society. Telecommunications and broadband networks cover 100 percent of communes and wards; 5G coverage is targeted to reach 60 percent of the province and is being expanded toward full coverage. The rate of household fiber-optic internet penetration is high. Some remote areas remain “signal dark spots” or lack stable electricity, but authorities are working to resolve these issues to ensure uninterrupted digital connectivity across the province. In addition, the province has effectively deployed 16 shared digital platforms.

The Provincial Public Administration Service Information System has been deployed uniformly across departments, sectors, and commune-level People’s Committees to receive and handle administrative procedures for citizens and businesses. It is fully connected, integrated, and synchronized with the National Public Service Portal and the information systems and databases of central ministries and agencies.

Deputy Director of the Dai Phuoc commune Public Administration Service Center Pham Son Dien said the center has piloted an AI assistant for citizen consultation. The AI assistant provides detailed guidance on administrative procedures, instructs citizens on how to file applications online, helps reduce travel time, and supports legal information searches. The successful pilot of the AI virtual assistant is considered a major step forward, demonstrating Dai Phuoc commune’s determination to build e-government and move toward digital government, contributing to nationwide administrative reform. Most recently, Dong Nai launched a 30-day campaign to promote digital signature adoption among citizens, aiming for 50 percent of the adult population to possess and use personal digital signatures by 2025.

Tran Minh Duc, Acting Director of VNPT Dong Nai Business Center for Digital Solutions, said promoting digital signatures is not merely about providing a technical tool, but about giving citizens a “key” to access and take ownership of digital space. Digital signatures will serve as a foundation for the digital economy and digital society, enabling citizens to confidently participate in e-commerce, financial transactions, and digital contract signing. VNPT Dong Nai considers digital signature adoption a priority mission, contributing to implementing Dong Nai’s goals of promoting digital transformation and building digital government.

According to the DoST, in the coming period, the department will continue developing and integrating in-depth training on essential digital skills and AI applications across specialized fields using digital platforms. It will also strengthen the role of community digital technology teams in supporting citizens with digital skills, and expand models such as digital market – digital countryside and digital family.

Implementing synchronized and concrete solutions

To improve DTI, experts stress that departments, agencies, units, and localities in the province must proactively develop plans and implement solutions in a comprehensive and coordinated manner, with a clear roadmap. At the same time, communication and awareness-raising activities for citizens and businesses must be strengthened.

According to Vice Chairman of the Dong Tam commune People’s Committee Nguyen Van Hai, to accelerate digital transformation, the commune will regularly review, supplement, and refine internal processes and regulations to ensure consistency and suitability for handling tasks in the electronic environment. The commune will continue investing in and fine-tuning IT infrastructure to meet the technical requirements for connecting, deploying, and operating shared systems. It will also enhance data digitization and workflow digitization at the commune People’s Committee to support executive and management tasks; implement training plans on cybersecurity; and intensify communication to promote basic digital skills among residents.

Comrade Le Truong Son, Member of the Provincial Party Standing Committee and Vice Chairman of the Dong Nai People’s Committee, emphasized that in the time ahead, the DoST must work with relevant agencies and localities to identify core and priority issues, define specific targets, and develop breakthrough strategies for digital economy and digital society development. The department should also connect with experts and advisory groups to propose solutions to effectively advance digital government, digital economy, and digital society in the province, meeting digital transformation requirements across sectors and localities.
