Promoting growth momentum through science and technology development

In order for science and technology, innovation and digital transformation to truly become key driving forces contributing to Dong Nai’s socio-economic growth targets, the province has been implementing a wide range of tasks to promote the development of science and technology, innovation and digital transformation in recent years.

Focusing on implementing key tasks

According to the Steering Committee on the development of science, technology, innovation, and digital transformation of Dong Nai province, implementing Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in national science and technology, innovation and digital transformation, Dong Nai has built and promulgated various decisions, regulations and plans to deploy tasks and contents aimed at promoting the development of science and technology, innovation and digital transformation across the province. By the end of September 2025, the province had completed 67 tasks and is implementing 62 others on schedule.

The province has also rolled out the Mass Digital Literacy Programme in 2025. To date, more than 118 thousand officials, civil servants, public employees and residents have received training in digital skills and the skills on artificial intelligence (AI) application; 29.5 thousand officials and civil servants have undergone AI application training related to their work.

The DoST needs to coordinate with relevant departments and agencies to promptly organise an online provincial conference in collaboration with universities and technology enterprises to exchange ideas, listen to recommendations, and identify solutions to accelerate task implementation and improve the efficiency of fund disbursement in science and technology, innovation and digital transformation.

Recently, the province successfully hosted Science, Technology, Innovation, and Digital Transformation Festival 2025 (Techfest Dong Nai 2025). Under the theme “Innovation runway – Dong Nai takes off”, the event featured a wide range of activities to promote innovation. The highlight of the festival was a science-technology exhibition with 200 booths showcasing digital technology products, creative solutions, products under the OCOP (One Commune One Product)  program, along with a series of specialized seminars covering key aspects of an innovation-driven economy.

Member of the Provincial Party Committee, Director of DoST Pham Van Trinh said that Techfest Dong Nai 2025 was also an opportunity to enhance public awareness of the role of science and technology, innovation and digital transformation in local socio-economic development. In the long term, the science and technology sector will continue to monitor, support and expand successful models and solutions after the event so they can be applied sustainably and effectively in practice, contributing to the province’s goal of rapid, green and sustainable development.

In recent times, Dong Nai has invested in digital infrastructure and equipment for local governments at two levels to ensure connectivity and interconnectivity throughout the political system, especially at public administrative service centres at all levels. Local agencies, communes and wards have been equipped with computers and high-speed internet connections to operate professional systems, Party databases, the e-handbook for Party members, management software and the online public service portal.

The province has also adopted a decision to publicise the list of administrative procedures and has updated 2,174 procedures on the National Database on Administrative Procedures. As of the end of September 2025, Dong Nai’s rate of digitised files and administrative results had reached 82.3%, and electronic result issuance 84.4%.

In the last months of 2025, the province will concentrate on key tasks, including directing leaders of agencies and units to act decisively, prioritising timely allocation of resources to fulfil tasks on schedule under the principle of “six clarities” (clarity of person, clarity of task, clarity of progress, clarity of outcome, clarity of responsibility and clarity of authority). The province will also continue establishing the Long Thanh Concentrated Information Technology Park; review, upgrade and integrate information systems and databases to ensure effective delivery of end-to-end online public services connected to the National Public Service Portal.

At the same time, Dong Nai is determined to eliminate all mobile network “blind spots” in 2025; complete the rollout of electronic medical records and digital signatures for all healthcare facilities to achieve the target that 80% of adults can access digital services in healthcare, education, insurance and transportation. The province will also build and deploy an AI-powered virtual assistant for local officials, civil servants and launch a campaign to process administrative records regardless of geographic jurisdiction, and upgrade the provincial cybersecurity operations centre (SOC).

Removing bottlenecks in science and technology investment disbursement

Regarding fund disbursement for science and technology, innovation and digital transformation, according to the DoST, by the end of September 2025, a total of VND 363 billion had been disbursed, equivalent to 36% of budget allocation. For development investment alone, in 2025, eight units implemented 12 investment projects in science and technology, innovation and digital transformation with a total capital of VND 720 billion. By late September 2025, the development investment disbursement rate in this sector had reached 45.6% of the allocated budget.

Deputy Director of DoST Nguyen Minh Quang said that in the coming period, the Department will lead coordination efforts with relevant agencies and experts from universities and research institutions inside and outside the province to organise a conference to support the implementation of science-technology, innovation and digital transformation tasks.

The conference will provide guidance to localities on planning and implementing budget estimates for science-technology, innovation and digital transformation tasks. It is also an opportunity for departments and sectors to hear about specific difficulties, special conditions and advantages of each locality in promoting science and technology, innovation and digital transformation. At the same time, it will enable localities and units to seek technical advice and support from experts and scientists during the process of building and implementing science-technology, innovation and digital transformation tasks.

Comrade Le Truong Son, Member of the Provincial Party Standing Committee and Vice Chairman of the Provincial People’s Committee, requested departments, sectors and units to review and ensure compliance and progress in the disbursement of recurrent and development investment funds, while giving due attention to tasks in science-technology, innovation and digital transformation, especially those relating to education, training and healthcare.
