Dong Nai to launch digital skills training for residents, community tech groups

The Department of Science and Technology of Dong Nai province has just issued Plan No. 51/KH-SKHCN on training to popularize digital knowledge and skills for residents and community digital technology groups.

The plan aims to raise awareness and equip essential digital knowledge and skills for people, especially vulnerable groups, to ensure "no one is left behind" in the digital transformation process. Thereby, people can exploit digital services and technology to improve their quality of life, create new job opportunities, and increase labor productivity.

In addition, this plan also aims to build a team of cadres and community digital technology groups with sufficient capacity and knowledge to guide and support people in using smart devices, online public services, and interacting safely in the digital environment.

Regarding requirements, the training content must closely follow daily usage needs, equip basic digital skills, how to use smart devices, online public services, and simple artificial intelligence (AI) tools; guide people and community digital technology groups on how to protect personal data, recognize risks in cyberspace, and effectively utilize technology to improve productivity and quality of life.

Regarding implementation content, the plan is expected to deploy digital skill popularization for community digital transformation groups with 7 specialized topics, including: foundational knowledge of digital transformation; basic digital skill framework; digital safety skills; popularization of knowledge and skills in AI application; guidance on using public service portals, guidance on submitting online applications, online payments; protection of personal information safety in the digital environment; internet safety. Participants are members of community digital technology groups in hamlets, villages, and residential areas in communes and wards (expected 9,000 people).

In addition, there will be a class to popularize digital skills for residents with 4 specialized topics: basic digital skill framework; popularization of knowledge and skills in AI application; guidance on using public service portals, guidance on submitting online applications, online payments; protection of personal information safety in the digital environment. Participants are residents in Dong Nai province (expected 10,000 people).

These activities are expected to take place in Q4 of 2025. The organizational form is online learning on the provincial "Binh dan hoc vu so" (digital literacy movement) platform.
