Comprehensive digital transformation in government, businesses, and society

Science and technology, innovation, and digital transformation play crucial roles, serving as the "golden key" for sustainable development of the country in general and Dong Nai province in particular.

With its strategic position, gateway role in the Southern key economic region, Dong Nai has many potentials and advantages to develop science and technology, innovation, and digital transformation in government, business communities, and society. In particular, when Long Thanh International Airport becomes operational, it will facilitate the province in developing a digital technology ecosystem and attracting investment in science and technology and digital transformation.

The important “key” propels Dong Nai into a rising era
The former Dong Nai Provincial Party Congress for the 2020–2025 tenure, set out four breakthrough tasks, including the development of science and technology applications associated with innovation, and the expansion of modern, advantageous trade and integrated services, with tourism and logistics as the core sectors. The former Dong Nai Party Committee issued a number of resolutions and action programs on science and technology development, innovation, and digital transformation. Among them was Resolution No. 05-NQ/TU dated March 28, 2022, of the Provincial Party Executive Board on Dong Nai province’s digital transformation until 2025, with orientations to 2030.

Especially, implementing Resolution No. 57-NQ/TW of the Politburo dated December 22, 2024 on breakthroughs in national science and technology development, innovation, and digital transformation (Resolution 57), Dong Nai has formulated and issued decisions on the establishment and consolidation of the Steering Committee for science and technology development, innovation, and digital transformation. The province has also promulgated decisions, regulations, plans, and action programs to implement tasks and initiatives aimed at promoting science and technology, innovation, and digital transformation across the province.

As for the former Binh Phuoc province, together with earlier policies of the Provincial Party Committee and People’s Committee, immediately after Resolution 57 was issued, the Provincial Party Standing Committee established its Steering Committee for science and technology, innovation, and digital transformation; and also promulgated Action Program No. 74-CTr/TU on March 2, 2025 to implement Resolution 57, and Plan No. 163/KH-UBND on May 9, 2025 of the Provincial People’s Committee on the implementation of the Government’s action program to carry out Resolution 57 of the Politburo on breakthroughs in the development of science and technology, innovation and national digital transformation in the province.

According to the Political Report draft submitted to the 1st Dong Nai Provincial Party Congress for 2025-2030 tenure, in the past term, science and technology and digital transformation activities saw positive changes, helping promote innovation, improve productivity, effectiveness, and competitiveness of the province.

Research and application of science and technology, especially projects related to structural transformation and productivity enhancement in production fields, have been emphasized. The science and technology market is starting to take shape; an innovation startup ecosystem is being developed. The province has completed the goal of building an electronic government, gradually developing a digital economy and digital society, forming a digital government. Most officials, public servants, and workers in the province understand the principles of digital transformation, have digital skills, and use digital service platforms to assist their work.

Telecommunications infrastructure has been modernized and synchronized; 4G/5G network covers 100% of central areas; mobile coverage for border areas ensures 96% coverage for border guard posts and militia checkpoints, and 85% in inhabited and business-active areas along border patrol roads. The indices measuring service to citizens and enterprises for administrative procedures and public services remain among the top ten nationwide; the province’s digital transformation ranking is among the top 14 provinces/cities in the country.

Director of the Dong Nai Department of Science and Technology Pham Van Trinh said: In the coming time, the department will continue to promote the spirit of responsibility, solidarity, and innovation to fulfill its assigned tasks. Among them will be reviewing and focusing on implementing the objectives and tasks for Resolution 57 in the province.

In 2025-2030, the province will implement solutions for digital economy development with focus on e-commerce, payment infrastructure, and logistics; prioritizing training in human resources and spreading digital skills among citizens, especially in rural, mountainous, and ethnic minority areas. Enhancing quality of online public service; building digital work environments in state agencies.

At the same time, developing and completing digital databases across sectors; building integrated data warehouses for management, leadership, and operations in electronic environments. Enhancing capacity for data collection, analysis, and handling to support advisory work, forecasting, and governance. Strengthening cybersecurity through monitoring, warning, inspection, training, and regular drills.

With determination to shift from a management-centered government to a service-centered one, using technology as a "lever" and people and businesses as the center, Dong Nai is gradually building a modern, effective administration for sustainable development. Synchronized, modern infrastructure has provided essential conditions for operating a high-level digital government, allowing citizens and businesses to perform administrative procedures conveniently and quickly.

Vice Chairman of Phu Hoa Commune People’s Committee Nguyen Thanh Tam said: Strengthening implementation of Resolution 57; developing tech applications and digital transformation at public service centers will contribute to building a modern administration and promoting the effective operation of the two-tier local government model.

Tran Hai Au (resident of Dong Phu commune, working in the design and construction field) shared: “With online public services, I can submit documents anytime, even outside working hours, and track the resolution process. Compared to submitting in person, this saves a lot of time.”

People and businesses as the center of digital transformation
Dong Nai emphasizes a strong renewal of the growth model; taking science and technology, innovation, digital transformation, digital economy, sharing economy, and knowledge economy as core drivers. The province currently has numerous industrial parks and technology enterprises in operation, along with a large-scale workforce. These are the foundations for training and developing digital human resources, contributing to local socio-economic growth goals.

Tran Ngoc Liem, Director of Vietnam Chamber of Commerce and Industry (VCCI) – Ho Chi Minh City branch, said: In the current integration context, local businesses, especially small and medium enterprises (SMEs), must change their mindset, focus on tech development, promote green production. There is no way but for enterprises to embrace information technology and apply it in business to keep up with new trends and enhance competitiveness in international integration.

Vu Thi Ngoc Diem, General Director of Dai Hoang Kim Automation Machinery Joint Stock Company (JSC) in Binh Tan commune, Dong Nai, said that the company continuously optimizes current products and at the same time researches and develops more advanced, proprietary technologies for the domestic cashew processing industry. From that, it helps maintain and strengthen the province’s advantage in cashew processing technology, creating sustainable value chains for Dong Nai’s cashew sector.

The Political Report draft submitted to the 1st Dong Nai Provincial Party Congress for the 2025-2030 term clearly states: One of the breakout tasks of the new term is to develop science and technology, innovation and digital transformation. Promote administrative reform, build a professional, modern, efficient and effective public administration that serves people and businesses tied to developing a digital government, digital economy and digital society.

To accomplish that task, the province will strongly push for breakthrough development of science and technology, innovation and digital transformation comprehensively across sectors. Among those, the province will intensify investment in tech infrastructure foundational for biotechnology, artificial intelligence, robotics and semiconductor chips. Attract experts and scientists at home and abroad to drive innovation and train high-quality human resources. Build innovation centers, high-tech zones, focused information technology parks to improve technological capacity. Simultaneously promote digital transformation and science and technology, applications, prioritizing highly applicable projects and programs that meet socio-economic development requirements of the province.

The province will develop an innovation startup ecosystem, enhance financial investment and science and technology capability, encourage private investment in science and technology and innovation. Promote science and technology market development and encourage the growth of science and technology service organizations.

Assoc. Prof. Dr. Nguyen Thi Thanh Mai, Deputy Director of Vietnam National University Ho Chi Minh City, said: Dong Nai needs to identify priority and focused on the action plan of the Provincial People’s Committee to implement breakthrough solutions in science and technology, innovation and digital transformation. These include developing semiconductor industry. Dong Nai should establish concrete roadmaps for training human resources and policies to attract experts and scientists.

Member of the Provincial Party Standing Committee and Vice Chairman of Dong Nai People’s Committee Le Truong Son emphasized: In the coming time, relevant departments and localities in the province must focus on solutions to promote pillars of digital government, digital economy, digital society, and digital citizens; intensify data sharing, improve the effectiveness of utilizing data; and develop human resources in science and technology, innovation and digital transformation.

Dong Nai always affirms that people and businesses are at the center of digital transformation. This is also the premise for socio-economic development to raise material and spiritual life for people, promote sustainable development of enterprises, and proactively integrate into the international economy. To push for digital transformation, the province has set specific targets and strategies of sustainable development, with key focus tailored to local realities and conditions.

Dong Nai is among provinces with favorable conditions for developing science and technology, innovation and digital transformation with many industrial parks, universities, research institutes of reputation. Accordingly, the locality must take fullest advantage of its potentials and advantages by implementing resolute breakthrough solutions to contribute to national science and technology, innovation and digital transformation development under the spirit of Resolution 57-NQ/TW.

Alongside, Dong Nai will focus on building digital infrastructure, digital government, digital economy, digital society to create new drivers for sustained growth. The province will carry out solutions to implement digital transformation effectively in Party agencies of the Secretariat; complete targets of popular learning and digital culture campaigns tied with streamlining of the political-administrative apparatus for efficiency, effectiveness. Prioritize investment in information infrastructure, improve quality of 4G/5G, fiber-optic networks, prepare platform for 6G, ensuring substantial, effective digital transformation.

According to VNPT Dong Nai, the unit is focusing on leveraging the full power of the 5G network of VinaPhone to not only provide telecom services but also build a comprehensive ecosystem of digital products and services suited to the trend of digital transformation and sustainable societal development.

In addition, the province will boost e-commerce, develop payment and logistics infrastructure, while training human resources and providing digital skill for citizens, especially in rural and ethnic minority areas…

Comrade Vo Tan Duc, Deputy Secretary of the Provincial Party Committee, Chairman of Dong Nai People’s Committee, Deputy Head of the Standing Steering Committee for science and technology, innovation and digital transformation development in Dong Nai, emphasized: In the coming period, the Steering Committee members should focus on key content for science and technology, innovation and digital transformation in Dong Nai. Among them, urgent actions include completing targets for digital transformation in resolving administrative procedures; implementing electronic medical records; shared databases; developing digital economy; accelerating digital infrastructure and data, smart cities… In addition, the province will continue focusing on high-quality human resource development, consolidating digital transformation staff, formulating policies to attract talent and experts in science and technology, and digital transformation; scaling up programs to spread digital skills to people and businesses in the province.
