On September 12, the Ministry of Science and Technology (MOST) held an online conference to review third-quarter 2025 state management with science and technology departments from provinces and cities across the country.

In the third quarter of 2025, in the field of science and technology, MOST reviewed and adjusted funding mechanisms for 98 national-level science and technology tasks. High-tech product exports accounted for 48.36% of total exports. The ministry also issued sets of criteria to evaluate the effectiveness of public science organizations and applied research tasks, providing a basis for improving research quality in line with socio-economic development needs.

In innovation, by August 2025, 945 science and technology enterprises nationwide had been granted certificates. The ministry issued the 2025 local-level innovation index framework and organized online training for provinces and cities. Revenue in the digital technology industry rose by 28% compared to the same period last year. The number of 5G mobile broadband subscribers exceeded 14 million.

In digital transformation, the proportion of fully online dossiers reached nearly 40% in August 2025. The National Data Integration and Sharing Platform recorded more than 222 million transactions in the third quarter of 2025.

In Dong Nai, during the third quarter of 2025, the Department of Science and Technology monitored and managed science and technology tasks, compiled proposed tasks to be submitted for information searches and consultation with relevant departments and sectors in preparation for advisory councils to define tasks, and guided several enterprises in implementing technology transfer activities.

At the conference, representatives from science and technology departments of several provinces and cities presented reports on notable results in applying technology and digital platforms to support officials, civil servants, and citizens with achievements in implementing two-tier local government, and guidance on building innovation centers at ministries, sectors, and localities.

Speaking at the conference, Minister Nguyen Manh Hung called on provincial science and technology departments to closely follow strategic orientations and fully integrate science and technology, innovation, and digital transformation into political reports and action plans at local Party congresses, considering this the foundation for science and technology to serve as a driving force for growth, breakthroughs in labor productivity, and sustainable development.

MOST will support localities in managing science and technology tasks on digital platforms. Regarding building innovation ecosystems, the ministry directed localities to select two to three key models, such as digital agriculture, community innovation centers, smart cities, and product traceability systems, then expand them into exemplary models.
