The plan outlines several breakthrough initiatives focused on digitizing work processes and promoting technology adoption among the public. Key highlights include the emulation movements “30 Days and Nights of Paperless Operations” and “Paperless Workweek,” which aim to ensure that 100% of official documents and work records are processed, digitally signed, and issued online. Additionally, 100% of evaluations of officials, public employees, and civil servants will be measured using KPI-based metrics. The peak implementation period is scheduled from October 8 to November 8, 2025.
The province will also launch the campaign “To Every Alley, Every Home, Every Citizen” to promote the adoption of digital signatures. Running from October 1 to November 1, 2025, the campaign aims to ensure that by the end of 2025, 50% of the adult population owns and uses a personal digital signature.
The plan also prioritizes cable bundling, undergrounding telecommunications cables, eliminating signal dead zones, and expanding 5G coverage. Each locality is assigned the target of completing 100% cable consolidation along main roads and installing at least 1 to 3 5G base stations by October 10, 2025. In addition, the goals include providing 100% of households with fiber-optic internet and ensuring that 95% of the adult population uses smart devices.
In addition to these activities, the plan includes a range of other initiatives aimed at engaging the broader community. An online contest will be held from October 1 to 9, 2025, inviting officials, public employees, union members, association members, and residents to learn about digital transformation and administrative reform.
Notably, on October 8, 2025, at the Dong Nai Investment, Trade and Tourism Promotion Center, a conference will be held to implement Resolution 57-NQ/TW of the Politburo on “breakthrough development in science, technology, innovation, and national digital transformation”, in celebration of Innovation Day (October 1) and National Digital Transformation Day (October 10).
The Provincial People’s Committee has requested that departments, agencies, and local authorities coordinate closely to ensure that activities are practical, effective, and non-formalistic, contributing to raising awareness and promoting comprehensive digital transformation across society.
