The plan seeks to foster digital transformation, integrating science and technology with administrative reform to enhance the effectiveness of state management and the quality of services for individuals and businesses. This initiative contributes to the socio-economic development of the province, addressing the needs of accelerating the industrialization and modernization process, building Dong Nai into a comprehensively and sustainably developed province.

The plan sets out key tasks, including organizing digital transformation training courses both online and in person, developing digital infrastructure, and ensuring information security, together with implementing digital transformation applications to serve government agencies, residents, and businesses. It also includes initiatives for digital transformation in the fields of culture, sports, and tourism, along with efforts to address several major challenges.

The Provincial People's Committee assigned departments, agencies, sectors, the Provincial Police, and the People's Committees of communes and wards the responsibility of monitoring and coordinating the implementation of the tasks specified in this plan. The Department of Finance, based on proposals from relevant agencies and units, was tasked with carrying out its assigned responsibilities: balancing and consolidating funding needs and advising the Provincial People's Committee to submit proposals to the Provincial People's Council for budget allocation in accordance with the State Budget Law and current legal regulations.
