On behalf of the Secretariat of the Ho Chi Minh Communist Youth Union Central Committee and HYPO’s Central Council, Nguyen Pham Duy Trang - Secretary of the Youth Union Central Committee, Chairwoman of the HYPO's Central Council praised the achievements attained by the Young Pioneers organizations at all levels, teachers, officials in charge of children and Young Pioneer members in the 2024–2025 academic year.

Trang urged the HYPO Councils at all levels to thoroughly study the key contents and issue specific, practical, consistent, and effective provincial-level programs for HYPO activities and children’s movements.

She emphasized that the movement “Vietnamese children emulate to follow Uncle Ho’s five teachings” remains the core and consistent thread of the HYPO work.

She noted that the 2025-2026 academic year will feature many significant events, and movements should be closely linked to major emulation drives. Additionally, she called on provincial and municipal HYPO Councils to promptly advise on consolidating the organization of HYPO Councils at all levels, particularly at the commune-level HYPO Councils, given the importance of operating under the two-tier local government model.

The HYPO Councils at all levels must consider the prevention and control of accidents, injuries, drowning, and child abuse as urgent and regular tasks, implementing programs and activities to ensure children’s safety. They should focus on developing, supporting, and promoting the role of HYPO leaders and head teachers in charge of HYPO affairs. The HYPO organization’s role in protecting, caring for, and accompanying children, especially in residential areas, must be strengthened, with special attention given to disadvantaged children and those in remote, far-off and border areas…
