In the context of integration and development, digital transformation has become an important driving force to help improve competitiveness and management and operation efficiency. To concretize the policies and guidelines of the Party and the State, especially Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on the development of science, technology, innovation and national digital transformation, Dong Nai Province has been making great efforts to synchronously implement a variety of solutions.

In particular, the province eyes digital transformation solutions in state financial management and the application of artificial intelligence (AI) to ensure the effective operation of the two-level local government system, thereby driving socio-economic development across the area.
Bringing multiple benefits
In August 2025, the Dong Nai Department of Science and Technology organized a thematic workshop titled “Dong Nai Digital Transformation: Towards an Efficient Two-level Government.” The event introduced practical and feasible solutions that strongly promote the province’s digital transformation process. These solutions serve as a crucial foundation for local units and authorities to refine, adjust, and build a modern and efficient administrative system.
Nguyen Minh Quang, Deputy Director of the Song Nai Department of Science and Technology, shared: “The restructuring of administrative organizations and units, toward a two-level local government model, further underscores the urgency of digital transformation. This is not only an inevitable trend but also a key to optimizing processes, improving work efficiency, and bringing tangible benefits to people and businesses. In particular, financial management plays a crucial role. Therefore, effectively applying IT and AI to digital financial management will help localities reduce processing steps and enhance the effectiveness of digital transformation. This, in turn, will contribute to completing and building a modern, smart administration that better serves the people.”
Digital finance is opening a new pathway toward inclusive and sustainable finance, where technology helps narrow access gaps and foster long-term growth. The process of applying technology and accelerating digital transformation in financial management is not merely about adopting new tools, but also about creating strong interaction and close linkages among stakeholders.
Huynh Minh Quang, Deputy Director of Business at Misa Joint Stock Company (Ho Chi Minh City), shared that the company is offering a wide range of solutions to address issues related to finance and accounting. These include an integrated financial management platform that enables local finance and accounting officers to stay updated with the Ministry of Finance’s circulars. At the same time, the company is introducing big data solutions for the financial sector, alongside deploying innovative applications such as AI-powered tools to help units work more quickly, efficiently, and intelligently. These solutions support financial reporting and enhance the management of public administration centers at the commune level.
Supporting localities in building a modern administration
According to many experts, the operation of the new two-level local government model still faces numerous difficulties and challenges. Among them, investment in and development of digital infrastructure, as well as improving the quality of the digital workforce, are key issues that localities must address in order to accelerate digital transformation solutions.

Nguyen Thanh Tam, Vice Chairman of Phu Hoa Commune People’s Committee, Dong Nai Province, shared that digital transformation in financial management brings many practical benefits. At present, many localities are applying digital financial management software with increasingly expanded features. In addition to accounting and management functions, the software also integrates digital signatures of leaders. Promoting the implementation of Resolution No. 57-NQ/TW, developing technology applications at public administration service centers - including digital finance solutions - and expanding connections with utilities under Project 06/CP will contribute to building a modern administration and ensuring the effective operation of the two-tier local government model.
Nguyen Tuyet Tran Tran, an officer from the Culture–Society Division of Dau Giay Commune, Dong Nai Province, noted: “Digital transformation plays an important role in operating the two-level local government. I hope relevant departments, sectors, and localities will continue to organize training programs for grassroots officials and civil servants on digital transformation and technology application in handling administrative procedures. This will help improve professional capacity, ensure effective task processing in the digital environment, and meet assigned deadlines.”
Huynh Minh Quang further added: In the coming time, Misa will continue to accompany Dong Nai Province in organizing training courses on the use of AI in management, operations, and professional tasks. At the same time, the company will provide solutions and applications related to digital transformation and AI, especially in supporting financial management and governance at commune and ward levels. This will contribute to advancing a modern, smart, and efficient public administration system.
