Focusing on key science and technology tasks

(ĐN)- In the final months of 2025, the Dong Nai Department of Science and Technology (DoST) will focus on core tasks and targeted solutions to help implement provincial resolutions and drive socio-economic development. Priority will be given to adapting effectively to new situation.

In particular, the department will continue to foster a spirit of responsibility, unity, and innovation to effectively carry out its assigned tasks, especially those aligned with Resolution No. 57-NQ/TW dated December 22, 2024, issued by the Politburo, which sets out breakthrough goals for developing science and technology, innovation, and digital transformation across the province.

Strengthening local support for technology application

In the first half of this year, ahead of their administrative merger, the Departments of Science and Technology of former Dong Nai and Binh Phuoc provinces rolled out several key initiatives to promote science and technology locally. These included document digitization and integration of information systems in preparation for the restructuring, as well as expanded public service delivery mechanisms independent of administrative boundaries.

The science and technology sector has organized conferences and training sessions to equip local officials, public employees, and police officers with foundational knowledge and practical skills in artificial intelligence (AI). Simultaneously, it has launched public digital literacy campaigns and conducted digital skills training programs for the wider community.

Deputy Director Nguyen Minh Quang of the DoST stressed that, in the coming period, the department will focus on implementing tasks and solutions to promote the transfer and application of science and technology products, solutions, innovation, and digital transformation into the production and business activities of enterprises. It will also carry out science and technology tasks for 2025, especially those related to the healthcare sector.

Moreover, the department will continue to advise on the completion and issuance of new resolutions or plans on digital transformation that are appropriate to the locality's specific characteristics following the provincial merger, replacing outdated resolutions that no longer apply post-merger.

The DoST will continue to expand the digital skills training program for officials, civil servants, businesses, and citizens through online learning platforms and the digital mass education movement. It will also promote the digitization of documents and the integration and unification of shared data, as well as upgrade and synchronize internal network infrastructure at newly merged communes and wards.

According to Mr. Nguyen Minh Quang, the department will continue to standardize and develop sector-specific databases connected to the province’s digital data warehouse and open data portal. It will also launch a campaign to issue digital signatures and promote digital literacy among the public. At the same time, the department is formulating a plan to ensure that every citizen possesses a digital identity, digital tools, digital skills, and a digital account, forming the foundation for becoming a digital citizen.

At a working session on July 11 with the leaders and officials of the DoST regarding its performance in the first half and tasks for the second half, Vice Chairman Le Truong Son of the provincial People’s Committee requested that the Department continue to support localities in applying technology to ensure the smooth and effective operation of the two-tier local government system. For any difficulties within the province’s jurisdiction, the Department should take the initiative to advise the provincial People’s Committee on timely solutions, ensuring compliance with regulations.

Promoting solutions to materialize Resolution No. 57

According to the DoST, in implementing the tasks under Resolution No. 57, based on the 43 key targets set in the province’s 2025 plan, results from the first half show that 17 out of 43 targets have been completed or exceeded, accounting for 39.5%. Tasks related to leadership and institutionalization, raising public awareness, digital transformation and administrative reform, infrastructure and digital platform development, human resource development and cooperation have achieved many positive outcomes.

Vice Chairman Le Truong Son of the provincial People’s Committee, stated that the DoST needs to consider and develop a plan to implement KPI-based evaluations for officials, focusing on the department’s key tasks and solutions in the upcoming period. Regarding the province’s centralized Information Technology Park, the department must coordinate with relevant departments, sectors, and units to urgently complete necessary procedures in compliance with regulations and timeline requirements, striving to commence construction in 2025.

In the last months of the year, the provincial science and technology sector will review, adjust, and supplement relevant regulations, plans, and action programs to align with the new context following the merger of the two provinces and the overarching direction set by the central government. This effort will focus particularly on policies aimed at removing bottlenecks in science and technology, innovation, and digital transformation.

Director Pham Van Trinh of the DoST said that the department will review and focus on implementing key tasks and targets in the remaining months, particularly those related to the implementation of Resolution No. 57 in the province. In this regard, the department will prioritize stabilizing and strengthening its organizational structure, while also advising on and formulating policies to attract and develop human resources. These efforts aim to promote the advancement of science and technology, innovation, and digital transformation across the province.

Mr. Le Truong Son emphasized that the DoST must clearly identify foundational and driving tasks to focus its efforts. The department is also required to decisively carry out both sector-specific responsibilities and the concrete tasks and targets for implementing Resolution No. 57 in the province, following the principle of “clear responsibilities, clear tasks, clear timelines, clear outcomes, clear accountability, and clear authority.” In particular, it is essential to promote solutions for the development of digital government, digital economy, and digital society, as well as foster collaboration between enterprises and educational institutions to drive innovation and the startup ecosystem.
