Through the action programs presented by the candidates, a common theme can be observed: a strong sense of responsibility and a desire to accompany authorities and residents in addressing practical local issues. At the same time, candidates expressed their determination to contribute to rapid and sustainable development in the new period while promoting the role and responsibility of elected representatives.

Actively contributing to policy improvement

Alongside in-person voter meetings, election campaigning has also been organized through diverse channels, including online platforms, television broadcasts and increased application of information technology. Meanwhile, candidates’ biographies and action programs have been widely publicized across various communication channels, enabling voters to learn about them before making their decisions.

Presenting his action program as a candidate for the 16th National Assembly (NA) in Dong Nai, Trinh Xuan An, who works at the NA’s Committee for National Defense, Security and External Relations, said that being nominated to run for the legislature in Electoral Unit No. 4 of Dong Nai was both a great honor and a major responsibility before local voters and residents.

“I appreciate the candidates’ action programs. If elected, I hope they will remain close to voters, regularly listen to people’s aspirations and reflect them to the NA and the Provincial People’s Council. In doing so, they can help formulate policies that are closely aligned with reality, better care for people’s livelihoods and promote the development of the locality.”

According to Trinh Xuan An, Dong Nai holds a strategic position in the Southeastern region and has been experiencing strong development. However, the province is also facing growing pressure in infrastructure, environmental protection, social welfare and urban governance. If he continues to gain voters’ trust, he pledged to fulfill the responsibilities of a NA deputy, maintain close ties with voters, and convey their opinions and aspirations to the NA and competent authorities.

An also noted that he would actively participate in legislative work, contributing to the improvement of a comprehensive legal framework aligned with national development requirements and local realities. In particular, he would focus on policies related to land, planning, investment and environmental protection; promote sustainable agriculture and high-tech farming; and support housing, labor and social welfare policies, while advancing science and technology, digital transformation and administrative reform.

Also running for a seat in the 16th National Assembly in Dong Nai, Pham Van Trinh, member of the Provincial Party Committee (PPC) and Director of the Department of Science and Technology, said his action program was developed from practical experience in state management in the science and technology sector, with the aim of making meaningful contributions to the NA’s activities and fostering rapid and sustainable development in the province.

According to Trinh, if elected, he will fully perform the responsibilities of a people’s representative in the context of digital transformation and the development of a knowledge-based economy. He also pledged to link legislative and supervisory activities, as well as decisions on important national issues, with development requirements based on science, technology and innovation.

For Dong Nai’s sustainable development

At the local level, Deputy Secretary of the PPC and Chairman of the Dong Nai People’s Committee Nguyen Van Ut is also running for a seat in the Dong Nai Provincial People’s Council for the 2026–2031 term. He noted that Dong Nai has maintained a high rate of economic growth and is strongly promoting industrialization and urbanization. However, alongside these achievements, the development process has also raised pressing requirements in land management, environmental protection, social welfare and improvement of people’s living standards.

As a candidate for the Provincial People’s Council, Ut said that if elected, he would continue to uphold ethical standards, maintain a simple and transparent lifestyle, strengthen discipline and solidarity, and fulfill the responsibilities of an elected representative by regularly listening to voters and promptly reflecting their opinions to competent authorities. In his current role, he emphasized the importance of working with the Provincial Party Standing Committee, the Provincial People’s Council and leaders of the Provincial People’s Committee to effectively implement the Resolution of the first Provincial Party Congress for the 2025–2030 term.

A key priority, he added, will be finalizing and implementing the Dong Nai Master Plan following the administrative merger for the 2021–2030 period, with a vision to 2050. Meanwhile, the province will accelerate the preparation of general and zoning plans to effectively implement spatial development orientations and economic corridors, thereby maximizing the province’s potential and advantages after the merger.

In addition, Dong Nai will strive to maintain double-digit economic growth while ensuring balanced development across economic and socio-cultural sectors, promoting construction and investment alongside environmental protection, and safeguarding national defense and security. Administrative reform will also continue to be promoted to build a transparent, professional and business-friendly investment environment, helping mobilize more resources for development.

Huynh Ngoc Kim Mai, Standing Member and Head of the Culture and Social Affairs Committee of Dong Nai People’s Council, is also running for a seat in the provincial People's Council for the 2026–2031 term. She noted that after three terms serving as a Provincial People’s Council deputy, she has always strived to make full use of her experience and responsibility as an elected representative, actively participating in supervision, policy appraisal and policy development in the cultural and social sectors.

If she continues to gain voters’ trust, she pledged to further promote the experience of a full-time deputy, maintain close connections with voters and promptly convey their aspirations to competent authorities.

Although each candidate approaches issues from different perspectives based on their professional background and experience, they share a common goal of improving people’s quality of life and promoting sustainable development in Dong Nai province.
