Within the framework of the State-level visit to the Kingdom of Cambodia, following the meeting between the Politburo of the Communist Party of Vietnam and the Standing Committee of the Central Committee of the Cambodian People’s Party (CPP), on February 6, Party General Secretary To Lam and President of CPP Hun Sen witnessed the signing and exchange of cooperation documents between ministries, sectors and localities of Vietnam and Cambodia.
On behalf of Dong Nai province, Member of the Party Central Committee, Secretary of the Provincial Party Committee (PPC) and Head of the Dong Nai Delegation of National Assembly (NA) deputies, exchanged cooperation agreements between Dong Nai and six Cambodian provinces, namely Kratie, Mondulkiri, Tboung Khmum, Kampong Cham, Kampong Thom and Stung Treng.
Among the 13 cooperation documents signed during the visit, Dong Nai accounted for six agreements with Cambodian localities. This affirms Dong Nai’s consistent commitment to closely coordinating with its Cambodian counterparts in maintaining peaceful and stable borders, strengthening economic and trade cooperation and promoting people-to-people exchanges, with a view to achieving win-win development that delivers tangible benefits to local communities. The agreements are expected to create breakthroughs in Vietnam–Cambodia relations in general and between Dong Nai and the six Cambodian provinces in particular.

These cooperation agreements are expected to open up opportunities for closer and deeper linkages between Dong Nai and the six provinces of Kratie, Mondulkiri, Tboung Khmum, Kampong Cham, Kampong Thom and Stung Treng across economic, trade and investment sectors, creating intertwined strategic interests in key areas such as trade, investment, supply chains, agriculture, processing industries, infrastructure, energy and transport.
Under the cooperation agreements with the three Cambodian border provinces of Kratie, Mondulkiri and Tboung Khmum, the localities will work together to build sustainable and practical partnerships across fields aligned with each country’s policies and international commitments, contributing to socio-economic development, particularly through delegation exchanges and economic cooperation.

Dong Nai and the three Cambodian provinces will continue to strengthen economic cooperation in areas aligned with each side’s potential and strengths. Priority will be given to supporting organizations, individuals and businesses in investment promotion, trade activities, investment, cross-border travel, information provision and necessary legal procedures. At the same time, the provinces will step up promotion and introduction of each other’s tourism products, aiming to develop interconnected tourism routes.
Regarding cooperation in building and safeguarding the border, Dong Nai and the provinces of Kratie, Mondulkiri and Tboung Khmum will continue to coordinate and support together in maintaining a stable, peaceful, cooperative and friendly border in accordance with the laws and regulations of each country. The provinces will also encourage cultural, artistic and sports exchanges, along with humanitarian support for disadvantaged communities, particularly in border areas.

For the cooperation agreements with Kampong Cham, Kampong Thom and Stung Treng, Dong Nai and the Cambodian localities will regularly organize meetings and delegation exchanges, facilitating cooperation among relevant agencies and sectors. The focus will be placed on economic cooperation, tourism, agriculture, education and training, human resource development, as well as cultural and sports exchanges, social welfare and people-to-people diplomacy.
Previously, on February 2, delegations from the six Cambodian provinces of Kratie, Tboung Khmum, Mondulkiri, Kampong Thom, Kampong Cham and Stung Treng paid a visit to Dong Nai to extend Tet greetings on the occasion of the Year of the Horse 2026.
As part of the program, Party General Secretary To Lam and President of the CPP Hun Sen also witnessed the signing of cooperation documents between the Ministry of Foreign Affairs of the Socialist Republic of Vietnam and the CPP Central Committee's Commission for External Relations for the 2026–2030 period; the cooperation plan for 2026 between the Ministry of Public Security of Vietnam and the Cambodian Ministry of Interior Affairs; the cooperation agreement between the Ministry of Ethnic and Religious Affairs of Vietnam and the Ministry of Cults and Religion of the Kingdom of Cambodia; and cooperation agreements between Tay Ninh province and Cambodian localities.
