Results from the 2025 Public Administration Reform Index (PAR Index) assessment at the commune level show many positive changes in leadership, direction, and the organisation of task implementation at the grassroots.
Many localities have proactively renewed their management methods and synchronously deployed solutions, gradually enhancing the effectiveness of state administration and improving the quality of services provided to citizens and businesses, thereby creating positive impacts on local socio-economic development.
Many highlights
According to the PAR Index results recently announced by the provincial People’s Committee, communes and wards in 2025 recorded an average score of 83.34 points. Across the province, 13 out of 95 localities were rated as excellent performers, including the People’s Committees of the wards of Binh Phuoc, Dong Xoai, Tran Bien and Phuoc Binh, as well as the communes of Long Ha, Thien Hung, Dau Giay, Dai Phuoc, Phuoc An, Tan An, Da Kia, Tri An and Trang Bom. Among them, the People's Committee of Binh Phuoc ward achieved the highest score with 94.56 points. In addition, 60 out of 95 localities were rated good, 21 fairly good, and 1 average, respectively.

As one of the outstanding localities, Tran Bien ward was rated excellent, with the PAR direction and management field scoring 13.23 points, ranking among the highest at the commune level across the province. With the province's largest population, a heavy workload, and increasingly high service demands, the ward has faced considerable pressure on organisation and administration. However, through proactive efforts, determination, and the concerted engagement of the entire political system, Tran Bien ward has gradually overcome difficulties and improved both management efficiency and service quality for the people.
Nguyen Kim Bich Huyen, Vice Chairwoman of the ward People’s Committee and Director of the ward Public Administration Service Centre, said that the ward leadership has identified PAR as a key, ongoing task to be implemented decisively through specific measures. The ward has fully implemented the 2025 reform plan, in line with the goal of building a disciplined, action-oriented, and effective administration, using citizens' satisfaction as a key evaluation benchmark. Internal inspections have been strengthened, along with tighter discipline, administrative order and professional ethics. The ward has also focused on improving the one-stop-shop mechanism, investing in facilities, standardising procedures for receiving and processing applications, promoting the use of information technology, and gradually enhancing the effectiveness of the e-government model.
Meanwhile, the People’s Committee of Binh Phuoc ward, which ranked first among all 95 communes and wards with 94.56 points, demonstrated comprehensive and consistent implementation of PAR tasks. According to the evaluation results, the ward achieved particularly high scores in leadership and management, institutional reform, administrative procedure reform, and the building and improvement of the quality of the civil service workforce, contributing to stronger grassroots governance effectiveness.
According to the Binh Phuoc Ward People's Committee, the locality has strictly reviewed, inspected, and systematised legal documents within its authority, ensuring proper procedures and practical relevance. The rate of administrative dossiers processed on time and ahead of schedule has remained very high. The reception and handling of feedback and petitions from citizens and businesses have been carried out fully and within regulated timeframes, helping strengthen public trust and satisfaction. At the same time, the management and utilisation of officials and civil servants have been carried out in accordance with regulations and linked to job positions, while their assessment and classification have been closely tied to task performance outcomes and service quality.
As one of the localities recognised for achieving outstanding results in the 2025 PAR Index evaluation, Dau Giay Commune has demonstrated strong efforts to enhance the effectiveness of grassroots governance and administration.
Nguyen Le Truong Son, Vice Chairman of the Dau Giay Commune People’s Committee, stated that the locality has identified PAR as a regular task, closely associated with the responsibility of both the head of the administration and each official and civil servant. The commune has focused on reviewing and improving the system of state management documents within its authority, while strengthening administrative discipline, standardising procedures for processing administrative records, and ensuring openness, transparency, and full compliance with regulations. The achievements have recognized the proactive spirit, seriousness, and determination of grassroots officials in improving the quality of services provided to residents and businesses.
Towards substantive and sustainable progress
From practical implementation across many localities, it is clear that commune-level PAR has undergone clear improvements, with more effective models and approaches emerging.
Impact assessments conducted through surveys of citizens and enterprises showed that in 2025, the satisfaction rate reached 94.72%, exceeding the target set by the provincial Party Standing Committee (at least 94%). PAR has supported many localities in fulfilling socio-economic development tasks. Specifically, 63 out of 95 communes and wards met or exceeded targets set by their People's Council resolutions, while 85 out of 95 completed and surpassed assigned budget revenue targets.
Across the province, 94 out of 95 commune- and ward-level People’s Committees recorded on-time processing rates of over 98%, with 23 localities achieving 100%.
The results achieved in 2025 clearly demonstrate the efforts and determination of grassroots Party committees and authorities in renewing governance methods and improving service quality for citizens and businesses. However, the reality also shows that results remain uneven among localities, and certain limitations in grassroots PAR persist.
In the report on the 2025 evaluation results of the PAR Index for departments, sectors, and commune-level People’s Committees, based on the identified shortcomings and obstacles as well as practical requirements in the context of implementing the two-tier local government model, the Department of Home Affairs proposed that the Chairman of the provincial People’s Committee consider and direct several key priorities to enhance the quality and effectiveness of PAR Index assessments in the coming period. Accordingly, the focus will be placed on finalising the 2026 PAR Index set in a manner closely aligned with the province’s PAR plan objectives and tasks, ensuring consistency with the index framework issued by the Ministry of Home Affairs. At the same time, the index should more clearly reflect the substantive impact of administrative reform on agencies' and localities' performance outcomes, while remaining suitable to the specific characteristics of each sector and field.
Amid rising development demands and continued innovation in local government organisation, the task ahead requires grassroots Party committees and authorities to strengthen leadership, promptly address shortcomings, and implement PAR in a more proactive, flexible and synchronised manner. This will help generate substantive, sustainable, and more even progress among localities, contributing to the building of a modern, service-oriented administration that meets the province's development requirements in the new period.
