The implementation of the two-tier local government model in the new context is posing comprehensive and profound requirements for the Party's leadership methods and the operational capacity of the political system.

In this context, the information, education and mass mobilization work plays a key role in ensuring ideological coherence, social consensus, and a close bond between the Party and the people.

Close to the people, connected to the people

Not only receiving citizens as regulated, after being established and operating under the two-tier local government model, the Party Committee of Dau Giay commune has implemented the "Morning coffee - Listening and exchanging with the people" model. The model is implemented every Thursday morning, from 6:30 AM to 8:00 AM, in the waiting area of the commune's Martyrs' Temple complex and is announced in advance so that local people can participate in.

Nguyen Quang Xuan, a resident of Dau Giay commune, shared: He is very impressed with this model. During the morning coffee sessions, listening to and exchanging with the people, the commune always made thorough preparations. The commune leaders were very enthusiastic, going to each table to listen to what the people had to say, and any issues within their authority that could be answered were immediately addressed by the commune leaders.

Member of the Provincial Party Committee, Secretary of the Party Committee, and Chairman of the People's Council of Dau Giay commune, Cao Tien Sy, informed that the "Morning coffee - Listening and exchanging with the people" model has been implemented since October 9, 2025, and has so far welcomed 414 turns of people to come and engage in exchanges. Through these meetings, the Party Committee has recorded 492 opinions from the people. It is noteworthy that, thanks to the direct participation of the Standing Committee of the Party Committee, leaders of the commune People's Committee, and leaders of specialized agencies, most of the people's opinions and recommendations have been answered and resolved definitively on the spot, achieving high consensus.

In addition, the program received 25 feedback forms with 39 specific contents regarding daily life, security and order, and the environment. For these contents, the Party Committee and the commune People's Committee have directed their implementation according to a specific roadmap and been committed to resolving them definitively as soon as possible.

Dong Nai is a province with a large population of religious followers. Party committees and authorities from the provincial to the commune and ward levels always pay attention to effectively carrying out religious mobilization work.

Secretary of the Party Committee, Chairman of the People's Council of Ho Nai ward, Nguyen Quoc Vu, stated: Ho Nai ward has 86 percent of its population participating in religious activities. The Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of the ward regularly organize delegations to visit and exchange local situations with religious organizations in the area; organize meetings, dialogues, and gatherings with local Catholic priests, monks, and dignitaries... Thereby, the role of religious dignitaries, officials, and followers has been promoted in participating in the All-people protect national security movement, activities to support disadvantaged people, contributing funds to repair and upgrade Le Ngo Cat road, protecting the environment, contributing to building a cultural life in residential areas, and consolidating the great national unity bloc.

Imprints left across all fields

Bau Ham commune has nearly 50 percent of its population as ethnic minorities, with 18 ethnic minority groups. Economic development conditions are still difficult, the intellectual level of the people is uneven, the population is scattered, and infrastructure is not adequate... To help people correctly understand the Party's and State's guidelines, policies, and laws, the provincial merger, the implementation of the two-tier local government model, and official information, the Standing Committee of the Bau Ham Commune Party Committee has directed the Commune Party Building Committee to regularly post and write news and articles propagating local events and activities; positive and official information; examples of good people, good deeds...

In propaganda work, the commune coordinates with core teams and reputable individuals among ethnic minorities to propagate the Party's guidelines and policies and the State's laws to the people; promptly grasp the thoughts and aspirations of the people…

According to the leader of the Provincial Party Committee's Information, Education and Mass Mobilization Department, 2025 marked a special milestone for information, education and mass mobilization work as the two fields merge and operate as a unified entity. Amidst the immense pressure of reorganizing the organizational structure, many important tasks must be carried out in 2025, yet the entire information, education and mass mobilization sector maintained a proactive pace, achieving remarkable milestones.

Specifically, in its role as the standing agency of the Subcommittee for Documents of the 1st Dong Nai Provincial Party Congress, 2025-2030 term, the Provincial Party Committee's Information, Education and Mass Mobilization Department has closely coordinated with the subcommittee members and relevant agencies and units to prepare political reports, action programs, and documents to be submitted at the congress in accordance with the regulations and guidelines of the Central and provincial authorities.

Initially, the information, education and mass mobilization sector has established a foundation for digital transformation in Party work, organized public opinion surveys, and held online competitions to learn about the Resolution of the 1st Provincial Party Congress, 2025-2030 term. Thousands of official pages and groups have been created to “fill cyberspace with positive information," and efforts have been made to combat and refute false, toxic, untrue, distorted, and hostile information from hostile forces on cyberspace.

Propaganda, press, and publishing work in 2025 contributed to spreading patriotism, the aspiration for development, and faith in the Party's leadership.

The work of grasping, synthesizing, analyzing, forecasting, and reflecting public opinion in the province has been proactive, timely, and ensured quality and effectiveness in serving leadership and resolving issues arising from the grassroots; preventing hot spots and complex situations regarding political security and social order and safety in the province, thereby contributing to unifying awareness, ideology, and action within the Party, and consensus in society, helping to successfully implement the political tasks of the Provincial Party Committee.

Mass mobilization work in the province has undergone a strong transformation, closely following the pulse of life and addressing the practical issues of the people.

Party committees, authorities, the Fatherland Front, and socio-political organizations continue to pay attention to leading and directing the concretization of the implementation of the Law on Grassroots Democracy. Social welfare activities have been promoted with a total amount of over 600 billion VND, which is clear evidence of the Party and State's concern for ensuring people's lives, leaving no one behind, and consolidating people's trust in the Party Committee and the new government…
