Elevating Party’s leadership capacity and fighting strength in the new period

Alongside a stable political–social foundation, a rich cultural and historical tradition, and a diverse population structure, Dong Nai is converging significant “development potential” and a “golden opportunity” to achieve breakthrough growth and rise together with the nation’s new era of development.

2025 marked a year of many important events for both the country and the province, particularly the large-scale streamlining and reorganization of the apparatus, and the implementation of the two-tier local government model. These are unprecedented undertakings.

Renewing leadership methods

Clearly identifying the mindset and the opportunities of the times, the Standing Committee of the Dong Nai Provincial Party Committee has promoted solidarity, unity of will and action, steadfastly adhering to the principle of “unity from top to bottom, smooth sailing across length and breadth”, getting ready to “advance together” in step with the era of national advancement. In renewing leadership methods, the Provincial Party Committee emphasizes exemplary responsibility, upholds the principle of democratic centralism, and strengthens discipline and order in leadership, direction, and administration. Leadership and administration are carried out proactively, creatively, resolutely, and flexibly, closely aligned with reality and the province’s political tasks. In particular, the Standing Committee of the provincial Party Committee consistently implements the approach of “three focal points, three disclosures, one yardstick,” creating a breakthrough shift from “process” to “results.” All assigned tasks are specific, closely supervised, and ensure “six clarities”, including clear personnel, clear tasks, clear responsibilities, clear timeline, clear authority, and clear outcomes. The province strongly promotes decentralization and delegation of authority in tandem with inspection and supervision, attaching responsibility to heads of Party committees and localities. At the same time, it regularly reviews and assesses cadre capacity; enhances the application of information technology and digital transformation in leadership and administration; and emphasizes direct, hands-on leadership at the grassroots level, dialogue with citizens, and the resolution of “hot spots.”

Speaking at the first conference of the Provincial Party Executive Committee for the 2025–2030 term, Comrade Vu Hong Van, Secretary of the Provincial Party Committee and Head of the Provincial National Assembly Delegation, directed that each Party committee and each head of Party committees, authorities, and units strictly implement the guidance of Party General Secretary To Lam on “Solidarity—the truth of all eras,” and “unity from top to bottom, smooth coordination across the board.” The implementation of the Resolution of the First Provincial Party Congress for the 2025–2030 term poses urgent requirements, demanding resolute and effective action from the very first days of the term.

Accordingly, to translate the Resolution’s guidelines, targets, and tasks into concrete results, the Provincial Party Executive Committee must act even more decisively, consistently and thoroughly implementing the Party General Secretary’s directive on “three focal points, three disclosures, one yardstick.” This means swiftly institutionalizing resolutions and conclusions of the Party Central Committee, the Politburo, and the Secretariat; resolutely organizing implementation according to weekly, monthly, and quarterly schedules; and conducting regular inspections and supervision to promptly remove obstacles. The “three disclosures” include public disclosure of progress, responsibilities, and results so that society can supervise and accompany implementation. The “one yardstick” must be reflected in the people’s living standards and trust, through better public services, broader employment and business opportunities, reduced time and procedural costs, a more peaceful society, and greater prosperity and happiness for the people.

With a spirit of innovation, daring to think, daring to act, and daring to confront difficulties, since the merger, the Provincial Party Committee has focused on establishing steering committees and specialized task forces. Each task force is led by a member of the Standing Committee of the Provincial Party Committee, who directly directs, advises, and organizes the implementation of key and urgent tasks. Task assignments clearly define content, scope, and responsibilities, linking the task force leader’s personal responsibility to outcomes, ensuring close alignment with practical requirements and the implementation schedule of the province’s political tasks.

Building combined with prevention – Strengthening the Party’s resilience

In 2025, under the leadership and direction of the Provincial Party Executive Committee, Dong Nai’s information and education sector effectively fulfilled its functions and tasks by issuing numerous guiding documents and organizing implementation in the fields of propaganda, ideology, and politics; organizing conferences to study, disseminate, and implement the Party’s resolutions, directives, and conclusions. At the same time, it monitored and guided ideological trends and public opinion through various forms, preventing the emergence of political or ideological “hot spots” that could disrupt social order and safety.

Alongside political and ideological education, cadre work has been carried out rigorously and in accordance with procedures and regulations, effectively implementing solutions to enhance the leadership capacity and fighting strength of Party organizations and the quality of cadres and Party members. Following the merger, the province promptly consolidated and reorganized Party organizations and arranged cadres to operate the grassroots political system.

In the course of administration, the Standing Committee of the Provincial Party Committee places great emphasis on coordination among agencies within the political system; promptly grasps developments and effectively handles emerging issues; strengthens dialogue and listens to opinions from grassroots levels and the public, building social consensus—thereby enhancing leadership effectiveness and contributing to the successful fulfillment of set goals and tasks.

According to the report of the Provincial Party Committee’s Organization Commission, in 2025, the Standing Committee of the provincial Party Committee promptly implemented regulations and guidance on cadre work; reviewed and advised on amending and supplementing regulations on cadre planning; issued guidance on organizational structures and the arrangement and placement of cadres, civil servants, public employees, and non-professional staff at the commune level in cases where district-level administration is not organized, commune-level administrative units are merged, and plans are developed for commune-level Party committee personnel after mergers or new establishments; promulgated regulations on training and retraining of cadres; and regulations on equivalent titles and positions within the political system. As a result, cadre work across units and localities has been conducted rigorously and in compliance with regulations. The Commission advised on political standards for 311 cases to serve cadre work; reviewed internal political protection files for 66 members of the Provincial Party Executive Committee to serve personnel work for the First Provincial Party Congress for the 2025–2030 term, ensuring compliance with regulations. At the same time, it carried out the transfer and appointment of 109 officials; appointed 185 officials; and introduced 108 candidates for positions under the management authority of the Standing Committee of the Provincial Party Committee.

Vo Van Na, a Party member with 65 years of Party membership (in Binh Phuoc Ward), shared: “Through current affairs information, I always follow the province’s activities, especially the leadership role of the Provincial Party Executive Committee. Recently, the Committee has demonstrated very resolute, breakthrough, and effective leadership and direction. In particular, 2025 was the first year of implementing the Resolution for the 2025–2030 term, which requires innovation, boldness, decisiveness, and unity from the Executive Committee as well as all cadres and Party members for Dong Nai to achieve sustainable development breakthroughs.”

As a Party cell secretary in an ethnic minority village, Dieu Mo (residing in Bu Ren Hamlet, Bu Gia Map Commune) noted: “The lives of ethnic minority people in the northern part of Dong Nai Province (formerly Binh Phuoc Province) have changed very quickly and strongly compared to previous years. We are very pleased that after the provincial merger, there will be more large industrial parks and more investors coming, creating regular and stable jobs for ethnic minority youth in remote areas. I believe that the spirit of solidarity and creativity among cadres, Party members, and the people of Dong Nai will contribute to the province’s faster and stronger development.”

The notable achievements of the 2020–2025 term in general, and of 2025 in particular, provide an important foundation for the successful implementation of the Resolution of the First Dong Nai Provincial Party Congress for the 2025–2030 term, thereby strengthening the trust and confidence of cadres, Party members, and the people across the province.
