Dong Nai’s position in the Party’s new-term policy decisions

The 14th National Party Congress was successfully held in the capital city of  Ha Noi, raising high expectations for renewal and for creating new momentum and strength for the country to achieve rapid and sustainable development, and to successfully realize the goal of building a wealthy and prosperous nation.

At the 14th National Party Congress, the delegation of the Dong Nai Provincial Party Committee proactively and actively contributed many opinions during group discussions, helping to further clarify the contents of the Congress documents, as well as Dong Nai’s role on the path of contributing to the country’s firm advance into a new era — the era of national rise.

Expectations for the “three strategic breakthroughs”

In the atmosphere of urgent and responsible work at the 14th National Party Congress, delegates of the Dong Nai Provincial Party Committee delegation, together with delegates nationwide, expressed a high level of consensus on the Party’s continued commitment to its implementation of the three strategic breakthroughs in institutions, human resources, and infrastructure. In the new era, the substance of these three breakthroughs has been elevated with a strong and decisive action-oriented mindset: “paving the way with institutions, accelerating with human resources, and taking off with infrastructure.”

Regarding institutions, many delegates viewed this as the bottleneck of bottlenecks, but also the breakthrough of breakthroughs. The focus of institutional reform is not only to improve the legal framework, but to thoroughly remove the bottlenecks and constraints that are hindering development. Once the bottlenecks are removed, potential advantages and resources will be unlocked and flow into the economy, creating momentum for national development. Strong decentralization and delegation of power, coupled with power control, are seen as the key to releasing resources and encouraging dynamism and creativity at the grassroots level.

Member of the PPC and Standing Deputy Head of the PPC’s Commission for Information, Education and Mass Mobilization Nguyen Thi Hong Trang said she was particularly impressed by the three strategic breakthroughs identified in the draft documents of the 14th National Party Congress, especially the breakthrough in institutions. When institutional bottlenecks are removed, not only the country as a whole but also Dong Nai — a key province in the Southeast region and nationwide — will gain additional momentum to continue strong development in the coming years, making an important contribution to the double-digit growth target that the entire country is determined to realize.

Regarding the breakthrough in human resources, the draft documents of the 14th National Party Congress identify this as a strategic breakthrough priority. Based on the Party’s strategic orientation, ministries, sectors and localities will take concrete steps to prioritize training and attracting experts, scientists and capable management leaders. High-quality human resources are the “golden key” and the decisive factor for acceleration, enabling Viet Nam to further promote science and technology development, innovation, and mastery of new technologies.

Sharing views on the country’s three strategic breakthroughs at the 14th National Party Congress, Member of the Provincial Party Standing Committee and Vice Chairman of the Dong Nai People’s Committee Le Truong Son said he strongly agreed with the Congress documents’ continued identification of high-quality human resources as a strategic breakthrough. With high-quality human resources in various fields, the country will be able to promote science and technology research and development and successfully carry out digital transformation, generating high added value and making increasingly greater contributions to GDP growth in the new period.

Dong Nai continues to play a pivotal role

In the Party’s new strategic thinking, Dong Nai is positioned as one of the key growth poles, playing the role of a leading engine driving and spreading development across the region and the country. This political trust places a very heavy responsibility on the province, yet that pressure itself becomes the strongest lever. It is also the motivation for Dong Nai to “strongly unleash all potential, turn comparative advantages into real competitiveness, and demonstrate its mettle and development-enabling approach in the era of national rise.”

Also according to Vice Chairman of the Provincial People’s Committee Le Truong Son, in recent years, the Party has paid great attention to investing resources for Dong Nai to achieve breakthroughs, including the “mega project” of Long Thanh International Airport, inter-regional expressways, urban railways, and new road bridges connecting with Ho Chi Minh City.

The 14th National Party Congress carries  an enormous historical  mission. It not only sets out goals and orientations for tasks in the 2026–2030 term, but also decides strategic issues related to the future and destiny of our nation for many decades to come, in order to continue to strongly inspire aspirations for development, national pride, and the spirit of self-reliance and self-strengthening.

In particular, Dong Nai is paying strong attention and acting decisively to develop transport infrastructure connecting the airport and seaports, develop the Long Thanh Airport urban area, the free trade zone, and new-generation industrial parks. These will become distinctive competitive advantages of Dong Nai compared with other provinces and cities in attracting high-quality investment and modern technology, bringing high added value to growth.

Regarding infrastructure, the province’s determination to “take off” is demonstrated through strategic projects. A synchronous transport system (expressways, high-speed rail, seaports and airports), together with digital infrastructure and green energy infrastructure, will create new development space and connect economic growth regions. These three breakthroughs are likened to a solid “tripod,” serving as a lever to realize the aspiration of propelling the country to strong growth in the 2026–2030 period.

Meanwhile, Member of the PPC and Vice Chairman of Dong Nai People’s Committee Ho Van Ha expressed his expectation that the Party’s strategic policy decisions at the 14th National Party Congress will be a great source of motivation for Dong Nai to continue to generate strong development momentum. From the Party’s sound policy decisions and the close leadership and direction of the PPC in bringing the Congress resolutions into practice in Dong Nai in the coming period, the province will certainly gain new driving forces to advance to a higher level of development.

Deputy Rector in charge of Dong Nai University Dang Anh Tuan shared that the Resolution of the first Dong Nai Provincial Party Congress identified the goal of building Dong Nai University into a higher-education institution training high-quality human resources for the province and the region. Especially, since one of the three strategic breakthroughs at the 14th National Party Congress is human resources, this presents a major opportunity for the university to concretize the resolutions of the Provincial Party Congress and the 14th National Party Congress. Immediately after the Congress, the Party Committee and Board of Rectors of the university will thoroughly disseminate the spirit of the 14th National Party Congress to staff, lecturers and students, so that all can work together to implement it and achieve concrete results.
