Determined to successfully fulfill tasks in 2026

The year 2026 marks the first year of implementing the goals, targets, tasks, and solutions set out in the Resolution of the first Dong Nai Provincial Party Congress for the 2025–2030 term. One of the key tasks is the determination to achieve double-digit economic growth, laying the foundation for growth in subsequent years.

Alongside the core task of achieving double-digit economic growth, the Resolution of the Provincial Party Executive Committee on key targets, tasks, and solutions for socio-economic development, national defense-security, Party building, and political system building in 2026 also identifies priority tasks across multiple sectors. The ultimate goal is to ensure that Dong Nai continues to develop strongly and that people’s living standards steadily improve.

Emphasizing individual responsibility

The Provincial Party Executive Committee has identified key tasks for 2026, including: continuing to streamline and complete the organizational structure of the political system to ensure efficiency, effectiveness, and performance in conjunction with operating the two-tier local government model; focusing on preparation for and successful leadership of elections of deputies to the 16th National Assembly and People’s Councils at all levels for the 2026–2031 term; and strengthening the contingent of officials at all levels, particularly leaders, to ensure they possess sufficient qualities, capacity, and credibility to meet task requirements.

The province will continue to further concretize and resolutely implement the Resolution and Action Program of the first Dong Nai Provincial Party Congress for the 2025–2030 term.

Tasks, plans, and solutions will be implemented to realize the directives of Party General Secretary To Lam as stated in Notice No. 420-TB/VPTW of the Party Central Office, ensuring effectiveness and suitability to Dong Nai’s practical conditions.

The province will effectively implement spatial development orientations and economic corridors within national master planning, sectoral planning, regional planning, and provincial planning in order to maximize Dong Nai’s potential and advantages.

Focus will be placed on effectively implementing Politburo resolutions on education and healthcare reform in conjunction with developing high-quality human resources and vocational skills to meet the requirements of the digital economy and green economy. The province will continue to ensure social security, promote sustainable poverty reduction, and implement policies for people with meritorious service; accelerate progress on social housing projects; improve the quality of medical examination and treatment as well as preventive healthcare capacity, ensuring that all citizens benefit from development outcomes.

Mass mobilization work will be renewed to be closer to the people and grassroots levels; the Law on Grassroots Democracy Implementation will be effectively enforced; and the supervisory and social criticism roles of the Vietnam Fatherland Front and socio-political organizations will be promoted.

According to Bui Thi Yen, Member of the Provincial Party Committee and Standing Deputy Head of the Provincial Party Committee’s Organization Commission, to effectively fulfill 2026 targets and tasks, Party committees at all levels will continue to direct the review and completion of functions, duties, authority, and responsibilities, and improve the effectiveness of organizational operations following restructuring. Procedures and administrative processes that are no longer appropriate or necessary will be reviewed and abolished to simplify processes and reduce burdens on lower levels.

In implementing tasks at each Party committee, agency, and unit, individual responsibility will be emphasized, encouraging officials to dare to think, dare to act, and dare to take responsibility for the common good. Regular assessments of public and business satisfaction with civil servants and agency operations will be conducted. Job positions will continue to be reviewed and refined to serve as a basis for personnel arrangement and assignment. Task assignments will follow the principle that each task has a single leading unit, implemented under the six clear principles: “clear persons, clear tasks, clear timelines, clear responsibility, clear authority, and clear output”. Officials who exhibit avoidance, evasion, weak capacity, or failure to meet task requirements will be resolutely replaced or reassigned.

Implementing solutions in a coordinated manner

According to Truong Thi Huong Binh, Member of the Provincial Party Standing Committee and Director of the Department of Finance, to achieve the 10% economic growth target in 2026, priority must be given to proactively implementing solutions to accelerate the disbursement of public investment capital from the early months of the year.

The province will expedite the approval of various plans, particularly the urban master plan for Long Thanh Airport, general plans for communes and wards, and urban zoning plans. Early completion of these plans is of great importance, as it provides the legal basis for project implementation, thereby driving growth once projects become operational.

At the same time, obstacles and bottlenecks related to procedures and land issues will be promptly addressed, especially for large-scale projects that serve as growth drivers and have spillover effects on the province’s socio-economic development. The province will also accelerate the development of a Free Trade Zone Project and a resolution on special mechanisms and policies for Dong Nai’s development. These are expected to serve as two new growth drivers for the province in 2026 and subsequent years.

Speaking at the Provincial Party Executive Committee Conference on December 16, 2025, Secretary of the Provincial Party Committee and Head of the Dong Nai Delegation of National Assembly Deputies Vu Hong Van emphasized that with the spirit of unity among officials, Party members, armed forces, and the people, along with leveraging existing advantages, achievements, and lessons learned, and maintaining a proactive and creative approach to work, Dong Nai is determined to successfully and comprehensively fulfill all targets and tasks for 2026 and continue to create strong momentum across all sectors.

To promptly commence implementation of 2026 tasks, on December 17, 2025, the Provincial People’s Committee organized a conference to assign socio-economic development targets and state budget estimates for 2026 to agencies and units across the province.

In 2026, Dong Nai has set 36 targets for socio-economic development and national defense-security. These include striving for state budget revenue and expenditure estimates of VND 100.4 trillion and nearly VND 58.8 trillion, respectively, and disbursement of over VND 27.1 trillion in public investment capital.

Based on the Provincial Party Committee’s resolution and the socio-economic development and national defense-security targets for 2026 assigned by the Provincial People’s Committee, all communes and wards across the province have completed the assignment of socio-economic targets and state budget estimates for 2026 to units under their management.

According to Le Ngoc Tien, Deputy Party Secretary and Chairman of the People’s Committee of Trang Bom commune, in 2026, the commune aims to increase total state budget revenue by 5–10%; achieve a local gross product (GRDP) growth rate of 12.5%; raise per capita income by 7.61% compared to 2025; and maintain the multidimensional poverty rate below 0.5%. To successfully implement these targets, the commune’s Party Committee and People’s Committee have urged agencies and units to “match words with actions,” shift from a management mindset to a service-oriented mindset, and move from planning to effective implementation. Each unit must thoroughly understand its assigned targets, proactively develop concrete implementation plans from the beginning of the year, and completely eliminate dependency and passivity. All policies and guidelines must ultimately aim to improve the quality of life for residents.

Giang Thi Phuong Hanh, Member of the Provincial Party Standing Committee, Party Secretary and Chairwoman of the People’s Council of Binh Phuoc ward, shared that as of December 15, 2025, the ward scored 96.36 points in the assessment of public service governance quality in administrative procedure settlement and public service provision, ranking excellent compared to July 2025 and placing first province-wide in 2025.

To further enhance administrative reform effectiveness under the new model, based on grassroots realities, Binh Phuoc ward proposed continued substantive decentralization and delegation of authority to the commune level, particularly in areas directly affecting people’s lives. The delegation of authority must go hand in hand with the allocation of resources and accountability.

According to comrade Giang Thi Phuong Hanh, administrative procedure reform and decentralization are inevitable requirements to empower grassroots levels and create momentum for sustainable socio-economic development. With a high sense of responsibility, the Party Committee and authorities of Binh Phuoc ward are committed to continuing to renew thinking, take decisive action, and contribute to the successful fulfillment of the province’s overall development goals.
