Tightening discipline, stepping up action

From the very beginning of 2025, Dong Nai Province has required departments, sectors and local authorities to drastically implement socio-economic development tasks, while at the same time tightening administrative discipline and order among the contingent of cadres and civil servants. As a result, the province recorded an impressive GRDP growth rate of 9.63 percent in 2025, significantly exceeding the target assigned by the Government and marking the highest growth level in many years.

The socio-economic achievements of 2025 are expected to form a solid foundation, playing a crucial role in helping Dong Nai successfully implement the Resolution of the 1st Provincial Party Congress for the 2025–2030 term, as well as the Resolution of the 14th National Party Congress, right from the first year.

BILLION-DOLLAR PROJECTS REACH THE FINISH LINE

In mid-December 2025, Nhơn Trạch 3 and Nhơn Trạch 4 thermal power plants—invested by the Vietnam National Industry - Energy Group (Petrovietnam) in Dai Phuoc Commune, Dong Nai Province were officially inaugurated. These are two key national energy projects and represent Vietnam’s first LNG-fired power complex, with a total capacity of 1,500 MW and a total investment of USD 1.4 billion. The plants are expected to supply an additional 9 billion kWh of electricity annually to the national grid and contribute approximately VND 1 trillion to the provincial budget each year.

To ensure the successful inauguration and operation of the Nhon Trach 3 and Nhon Trach 4 power plants, Dong Nai Province decisively resolved administrative bottlenecks. Specifically, the Provincial departments and sectors completed land leasing procedures for plant construction, power transmission systems, and cooling water channels. Meanwhile, the provincial public security strengthened security, fire prevention and safety measures during construction, trial and official operation.

On December 15, Vietnam Airlines’ most modern Boeing 787 aircraft, flight code VN5001, made its first landing at Long Thanh International Airport. The important event marked Phase 1 of Vietnam’s largest and most modern airport project, ready to welcome its first official flight on December 19. This milestone opens up a new gateway connecting Vietnam with the world through Dong Nai’s airspace, creating fresh momentum not only for the province but also for the entire Southeast region, while enhancing competitiveness in investment attraction and socio-economic development.

Following the completion of major projects in 2025, the province will continue to implement numerous other large-scale infrastructure projects in 2026. Therefore, departments, agencies, and localities, especially their leaders, must always be ready to act. First and foremost is the land clearance work, which is considered a key task and an administrative target. Instead of building small, scattered resettlement areas, the province will construct sufficiently large areas with complete and well-equipped cultural facilities to be ready for the resettlement of people whose land is being acquired for project implementation.

Attending the inauguration ceremony of the Nhon Trach 3 and Nhon Trach 4 thermal power plants, and inspecting the Long Thanh Airport Project on December 14, Prime Minister Pham Minh Chinh praised Dong Nai province's efforts in accelerating the progress of key national projects. The implementation of numerous national-level projects in the province also reflects the confidence and expectation placed in the province's dynamism, potential, and advantages within the development space of the Southeast region and the entire country. The Prime Minister also expressed confidence that, with a series of projects inaugurated in 2025, Dong Nai will develop even more strongly in the coming years.

GREAT EFFORT, HIGH DETERMINATION

According to Provincial Party Committee member and Vice Chairman of the Provincial People's Committee Ho Van Ha, the "golden" time window of 2025 is drawing to a close. Therefore, the Provincial People's Committee has been decisively directing departments and agencies to make the most of this time to achieve the highest possible results. One of the priorities at this time is to focus on accelerating key projects in the province as soon as possible, especially the Ho Chi Minh City’s Ring Road 3 Project and the Bien Hoa - Vung Tau Expressway Project, aiming for their rapid completion to connect with Long Thanh Airport.

Vice Chairman of the Provincial People's Committee Ho Van Ha also stated: Besides projects currently underway and nearing completion, the Provincial People's Committee is actively directing departments and agencies to prepare the necessary documents and procedures for provincial major projects, so that work can get underway immediately after construction commencement, instead of having to wait for land acquisition and procedures as before. To expedite this massive workload, it is crucial to resolutely and seriously implement the "six clear principles": clear people, clear tasks, clear responsibilities, clear authority, clear timelines, and clear outcomes. This also serves as the basis for evaluating the performance of officials and civil servants in the province's new phase.

In 2025, despite achieving the highest GRDP growth rate in many years and seeing provincial budget revenue surpass the 100 trillion VND mark for the first time, the provincial People's Committee leadership conveyed the spirit of not being complacent with the achievements to the departments, agencies, and localities. At the recent 8th session of the 10th Provincial People's Council, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, Nguyen Van Ut, emphasized the importance of 2026 for the Party organization, government, and people of Dong Nai. This is not only the first year of implementing the 5-year socio-economic development plan (2026-2030) but also the first year of implementing the Resolutions of the 1st Provincial Party Congress and the 14th National Party Congress.

Building on the development achievements of 2025 and the goals set for 2026, the entire political system, from the provincial to the commune level, and the business community must be determined to strongly innovate their thinking, act more decisively, and achieve clearer results. The province will strive to maximize its potential and advantages, mobilize all resources, and create favorable conditions for the production and business activities of the people and businesses, especially promoting the strong development of the private economy. Taking advantage of the gradually complete infrastructure, in 2026, the province will also continue to implement many large projects, including the Gia Nghia - Chon Thanh Expressway Project, Ring Road 4, and the commencement of important bridges connecting Dong Nai and Ho Chi Minh City to promote economic connectivity and generate budget revenue.
