In the 4.0 era, as technology increasingly permeates every aspect of life, the need to access and master digital skills has become essential for the entire society. In March 2025, Prime Minister Pham Minh Chinh launched the national Digital Literacy for All movement. He also quoted Party General Secretary To Lam's remarks on the movement: This movement is not only an educational initiative but also a bridge between the past and the future. By promoting historical lessons, we strive to build a society that is not only rich in knowledge but also strong in technological power, ready for integration and development.
Therefore, the Digital Literacy for All movement is efficient, especially for officials, civil servants, public employees, and residents of Dong Nai province, a province with strong industrial development, ranking among the country's leaders in industrialization and modernization. In particular, at a time when the two-tier local government model and digital government are being implemented, the movement also contributes to promoting more convenient and effective access to and implementation of online administrative procedures in the locality.
In Dong Nai, the Digital Literacy for All movement has been widely implemented by the province and local authorities, from provincial departments and agencies to wards and communes; from urban to rural areas; from officials, civil servants, and public employees to businesses and people, including ethnic minority communities, to equip officials, civil servants, public employees, and people with knowledge about digital transformation; and necessary skills to integrate safely, proactively, and effectively in the digital environment. The implementation of the Digital Literacy for All movement is not limited to in-depth training sessions, but also involves the rapid establishment of volunteer youth groups to guide online administrative procedures. Community technology teams provide "hand-holding" support, teaching people the basics of digital transformation, along with AI application skills and safe interaction in the digital environment.
Alongside the initial achievements, implementing the Digital Literacy for All movement in a populous and geographically vast province like Dong Nai still faces many challenges in narrowing the "digital gap" between urban and rural areas, remote areas, and border regions. Therefore, in the time ahead, communication efforts must remain a top priority and require innovation to widely spread the spirit and knowledge of digital transformation to the public, especially those in remote and border areas. Effective models of the Digital Literacy for All movement will be replicated, enabling more people to receive support and gain access to knowledge about digital transformation and digital technologies.
In addition to policies and support from the government, local authorities, and social organizations, each citizen must also proactively equip themselves with the necessary skills to safely and effectively integrate into the modern digital environment. In this context, the role of intellectuals and young people must be pioneering in learning and mastering digital technology, while also actively sharing knowledge and supporting the community in accessing and using digital tools, contributing to building a society where "no one is left behind" in the digital transformation process, a progressive society in the new era.
