Phan The Cong elected Chairman of 1st Dong Nai Youth Union

After a working session in an urgent, serious and responsible spirit, by noon on December 7, the first Dong Nai Provincial Youth Union Congress for the 2025-2029 tenure completed its planned agenda.

Comrades including Nguyen Tuong Lam, Secretary of the Ho Chi Minh Communist Youth Union Central Committee and Chairman of the Vietnam Youth Union; Ha Anh Dung, Member of the Provincial Party Standing Committee and Standing Vice Chairman of the Vietnam Fatherland Front (VFF) Committee of Dong Nai province; Nguyen Thi Hoang, Member of the Provincial Party Committee (PPC) and Vice Chairwoman of the Provincial People’s Committee; Le Thi Thai, Member of the PPC  and Deputy Head of the PPC's Propaganda and Mass Mobilization Commission; Nguyen Huu Nguyen, Member of the PPC, Vice Chairman of Dong Nai VFF and Chairman of the Provincial Farmers’ Union; Nguyen Minh Kien, Member of the PPC, Vice Chairman of Dong Nai VFF Committee and Secretary of Dong Nai Provincial Youth Union; and Nguyen Cao Cuong, Member of the PPC, Party Secretary and Chairman of the People’s Council of Dinh Quan commune attended the event.

Speaking at the Congress, leaders of the Vietnam Youth Union Central Committee and the Provincial People’s Committee acknowledged and commended the efforts and contributions made by the Dong Nai Youth Union, as well as its officials, members and young people over the past period. At the same time, they also suggested orientations for several issues to be incorporated by the Provincial Youth Union Committee into its work agenda and youth movements for the 2025–2029 tenure.

Thorough renovation of operating methods

Addessing the Congress, Comrade Nguyen Tuong Lam requested youth unions at all levels in the province to study and adopt solutions in order to address limitations identified by Party General Secretary To Lam at the 9th National Congress of the Vietnam Youth Union held one year ago.

Lam stressed the need to thoroughly renovate operating methods, strictly follow the spirit of “more action, fewer slogans and more results”, and reform the way plans and reports are prepared. Accordingly, programmes and plans must be designed based on the principles of “three easy” (easy to understand, easy to remember, easy to follow), “three clear” (clear objectives, clear responsibilities, clear deadlines) and “three measurable” (input measurement, output measurement, impact measurement). Reports must be concise and integrated with digital tools.

He also emphasized further adoption of technology and digital transformation in all activities of the union; expanding and improving models such as digital literacy classes, community digital taskforces and youth teams that support the two-tier government system, thereby assisting people to access technology and digital public services. Youth start-ups and innovation initiatives should be supported in a more practical and effective manner.

Chairman of the Vietnam Youth Union Nguyen Tuong Lam underlined that the 2025-2029 tenure is the first after administrative boundary adjustment, with significant changes in the youth population and grassroots networks. This requires all levels of the union to proactively study appropriate organizational structures that are flexible, creative and unified while maintaining the specific characteristics of each locality and youth group.

He noted that youth outreach must focus on young workers and young people in residential areas, especially in industrial zones, with the goal of establishing strong Youth Unions and Youth Associations in each zone. It is also necessary to build core youth forces among ethnic minorities, religious communities, remote areas and disadvantaged youth groups.

Regarding personnel, Comrade Nguyen Tuong Lam suggested that Dong Nai Youth Union take the lead in training its officials based on three criteria: “three close” (close to youth, close to the grassroots, close to the digital space), “five musts” (must listen, must dialogue, must lead by example, must take responsibility, must report), and “four no’s” (no formality, no avoidance, no shirking, no acting beyond mandate).

Supporting and accompanying young people on the path of personal development and career building

Member of the PPC and Vice Chairwoman of the Provincial People’s Committee Nguyen Thi Hoang requested Dong Nai Youth Union to seriously absorb and concretize the guidance of Comrade Nguyen Tuong Lam into practical solutions for the upcoming tenure. She also urged the unions at all levels to further promote communication, revolutionary ideals, ethical education and legal awareness, especially online, while continuing to study and follow Ho Chi Minh’s ideology, morality and lifestyle.

Alongside that, it remains important to provide proper orientation, guidance and social skills training for young people, while helping them shape and nurture their dreams and ambitions, thoroughly study the contents of the Vietnam Youth Development Strategy for 2021–2030 in order to proactively coordinate with authorities and sectors at all levels, register tasks, targets and activities in association with local political missions, thereby contributing to the successful realization of the strategy.

The Congress elected the 1st Provincial Youth Union Committee for the 2025-2029 tenure with 45 members. At the first meeting of the Committee, Phan The Cong, Deputy Secretary of Dong Nai Youth Union, was elected Chairman of Dong Nai Youth Union for the 2025-2029 tenure. Five members including Dang Thi My Lanh, Pham Thi Thu Thao, Lai Tien Si, Bui Xuan Dung and Dang Quoc Nghi were elected Vice Chairpersons.

Alongside its role in representing and protecting the legitimate rights and interests of young people, the Union needs to further enhance its role in accompanying youth, encouraging and supporting them on the path of personal and career development, especially in start-ups and innovation – acting as a bridge between Party committees, authorities and young people. At the same time, it is necessary to strongly apply digital transformation in association activities; continuously expand the front of solidarity and youth engagement, and strengthen the association, with a particular focus on improving the quality of its members, activities of grassroots chapters, groups and teams; building core cadres among members and young people; and consolidating and improving the quality of organizations and activities of collective members of the Union.

Member of the PPC and Vice Chairwoman of the Provincial People’s Committee Nguyen Thi Hoang emphasized that the newly elected Provincial Youth Union Committee must uphold unity, promote democracy, and pool wisdom and capacity to effectively lead and implement youth union affairs and youth movements in Dong Nai in the new tenure. She emphasized that it is necessary to reach consensus in advising Party committees and authorities, while building concrete plans to effectively implement youth-related tasks, thereby putting the congress resolution into practice. This is expected to create more opportunities for Dong Nai’s young people to study, practise, contribute their intellect and youthfulness, and thus fulfill the goal of building Dong Nai into a green, prosperous, civilized and modern province.
