After two working days marked by an urgent and serious spirit, by noon on December 30, the first Congress of the Dong Nai Provincial Trade Union for the 2025–2030 term completed all items on its agenda.

At the congress, leaders of the Vietnam General Confederation of Labour and the Provincial Party Committee acknowledged and highly valued the achievements of the workers’ and employees’ movement and trade union activities during the 2023–2025 period, highlighting notable accomplishments that left clear marks across various fields. At the same time, they provided suggestions and orientations on a number of key areas for trade unions to focus on in the coming term.
Trade unions need strong renewal, modernization, and closer engagement with workers
Speaking at the congress, Thai Thu Xuong, Standing Vice President of the Vietnam General Confederation of Labour, stressed that Dong Nai is one of the key growth poles of the Southeast region and the country as a whole. The province’s economic structure has been and continues to shift strongly toward industry and services, creating a favorable foundation for rapid and sustainable development. It is forecast that by 2030, the province will need 2.6 million workers. Therefore, enterprises’ requirements for human resources are increasingly high, while demand for housing and welfare for trade union members and workers remains substantial.

This presents favorable conditions for trade unions to expand their reach and attract trade union members and workers, while placing mounting pressure on their role of representation, protection, and care, particularly regarding housing, childcare and preschool facilities, and healthcare for trade union members and workers. This process poses many requirements for building harmonious and stable labor relations and ensuring social security. In particular, trade unions must undergo stronger renewal, become more proactive, stay closer to workers, and operate in a more modern and professional manner.

Outlining the direction for trade union activities at all levels in Dong Nai in the new term, Thai Thu Xuong called on the trade unions to focus on effectively fulfilling their role of representing, caring for, and protecting the legitimate and lawful rights and interests of trade union members and workers. This is one of the core functions and the top priority of the trade union organization, especially in the context of streamlining the organizational apparatus and the merger of many agencies and units.

Trade unions should pay close attention to job stability, labor contracts, the signing of collective bargaining agreements, social insurance policies, income levels, and working conditions for workers. They should proactively listen to and grasp the thoughts and aspirations of trade union members and workers in order to promptly reflect and advise the Party and the State on issues related to employment, workers' lives, and the organization and operation of trade unions.
Priority should also be given to membership development and the establishment of grassroots trade unions, with a focus on improving the quality of grassroots trade union officials who are resilient, responsible, and proactive in adapting to the province’s changes in the new context. “I am confident that the Dong Nai Trade Union will continue to be a bright spot within the national trade union system. The working class of Dong Nai will grow ever stronger, deserving its role as a pioneering force in the industrialization and modernization of the province and the country”, Thai Thu Xuong emphasized.
Building a truly strong workforce for Dong Nai
Ton Ngoc Hanh, Alternate Member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, and Chairwoman of the provincial People’s Council, acknowledged the efforts, renewal, and creativity of the Dong Nai trade union organization. She emphasized that in the past term, Dong Nai province had worked hard to overcome numerous difficulties and challenges, achieving comprehensive and notable results across various fields.
Socio-economic development progressed well, social security was ensured, people's lives continued to improve, national defense and security were maintained, and the political and social situation remained stable. Notably, in 2025, Dong Nai ranked first nationwide in growth performance, recording a growth rate of 9.63 percent, exceeding the government-assigned target of 8.5 percent by 1.13 percentage points, while state budget revenue reached the milestone of 100 trillion VND. These significant achievements, she noted, included the direct contributions of the trade union organization and the province’s contingent of workers, public employees, and employees.

Ton Ngoc Hanh, Alternate Member of the Party Central Committee, Standing Deputy Secretary of the Dong Nai Provincial Party Committee, and Chairwoman of the provincial People’s Council, outlined a number of key priorities to guide the Dong Nai Trade Union in the new term. Noting the province’s large and diverse workforce, which produces a wide range of quality products serving society daily, she emphasized that the trade union must focus on building a truly strong workforce in both quantity and quality, with firm political awareness, high professional qualifications and vocational skills, a modern industrial work style, and flexible adaptability to scientific and technological advances and digital transformation.

She called for strong renewal in the content and methods of trade union activities, making them practical, effective, and firmly grounded at the grassroots level. “The Dong Nai Trade Union needs to proactively participate in policy development and oversight; fully leverage its role in dialogue and collective bargaining; address labor disputes early and at the grassroots; and build harmonious, stable, and progressive labor relations within enterprises. Improving welfare, enhancing the working environment, and developing cultural, housing, healthcare, and educational facilities for workers should be considered key measures of operational effectiveness”, Ton Ngoc Hanh emphasized.

In addition, she encouraged the effective launch and organization of patriotic emulation movements across the system through concrete activities and tasks. Activities should include connecting and introducing employment opportunities, vocational training, and ensuring sustainable jobs and income for trade union members and workers. Meetings and dialogues between enterprise leaders and trade union officials and workers should be organized on a regular basis.
Regarding trade union officials, the Dong Nai Provincial Federation of Labour should proactively develop plans and propose solutions to improve the quality of trade union officials at all levels, making them a reliable support for members and a bridge for responsibility and effectiveness between the Party, the State, and workers. Trade union officials should continuously strengthen their political resolve, legal knowledge, professional expertise, innovation mindset, digital skills, and closeness to grassroots realities, while being bold in thinking, acting, and protecting workers in the face of challenges arising during the development process.

For trade union members and workers, it is essential to actively improve professional qualifications, vocational skills, industrial work style, and labor discipline, while continuously innovating and proactively adapting in the context of digital transformation and international integration. They should also actively participate in patriotic emulation movements and contribute meaningfully to the development of enterprises and the province.
The congress announced the decision of the Executive Committee of the Vietnam General Confederation of Labour to appoint the first Executive Committee of the Dong Nai Provincial Trade Union for the 2025–2030 term, comprising 44 members, and an Inspection Committee of 14 members. Nguyen Quoc Dung, Member of the Provincial Party Committee and Vice Chairman of the Vietnam Fatherland Front Committee of Dong Nai province, was appointed as Chair of the Dong Nai Provincial Federation of Labour for the first term. Bui Thi Bich Thuy, Nguyen Duc Thang, Nguyen Thi Tuyet, and Dao Minh Tan were appointed as Vice Chairs. The congress also announced the appointment of 31 official delegates and 9 alternate delegates to attend the 14th Vietnam Trade Union Congress for the 2026–2031 term.
For the 2025–2030 term, trade unions at all levels in Dong Nai province aim to annually recruit 30,000 new members, targeting a total of at least 900,000 trade union members by the end of the term. Through trade union emulation movements, the goal is to have at least 38,000 initiatives from trade union members and workers applied in production, business, and operational activities...
