National Assembly deputies meet with voters in Ta Lai commune

On the morning of December 16, Constituency No. 4 of the Dong Nai Provincial National Assembly delegation, including Bui Xuan Thong, Member of the Provincial Party Committee and Full-time Deputy Head of the Dong Nai Provincial National Assembly Delegation, and Tho Ut, Deputy Director of the provincial Department of Ethnic and Religious Affairs, met with voters following the 10th session of the 15th National Assembly at the Ta Lai Commune General Service Center.

At the meeting, Constituency No. 4 of the Provincial National Assembly delegation informed voters of the outcomes of the 10th session of the 15th National Assembly. During the session, the National Assembly reviewed and passed 51 laws and 8 resolutions on legal regulations. It also discussed and provided feedback on draft documents to be submitted to the 14th National Party Congress, and considered and decided on matters related to socio-economic development, the state budget, investment policies for national target programs, major national projects, and adjustments to the National Master Plan.

Additionally, during this session, the National Assembly adopted a resolution outlining several mechanisms and policies designed to alleviate difficulties and obstacles in implementing the Land Law. The resolution aims to fully and promptly institutionalize the Party and State’s viewpoints and guidelines on land policy, address bottlenecks and emerging issues arising from practical implementation, contribute to achieving socio-economic development goals, and enhance the effectiveness and efficiency of land management and use in accordance with new governance requirements.

Resolution 254/2025/QH15 was adopted by nearly 100 percent of attending deputies at the 10th session. The resolution consists of 3 chapters and 13 articles, focusing on addressing key issues related to land acquisition, compensation, support and resettlement; land allocation, land leasing and changes in land use purpose; land finance and land pricing; the exercise of land-use rights and regimes; land registration; assets attached to land; issuance of land-use right certificates; subdivision and consolidation of land parcels; and the land information system.

Notably, the resolution adds three cases in which the State may recover land for socio-economic development in the national and public interest. These include projects implemented in free trade zones and projects in international financial centers. Specifically, Points b and c, Clause 2, Article 3 stipulate that in cases where land is used for project implementation through agreements on the transfer of land-use rights, if the deadline for completing such agreements or the extended deadline has expired, but agreements have been reached for more than 75 percent of the land area and over 75 percent of land users, the provincial People’s Council may consider and approve the recovery of the remaining land area for allocation or leasing to the investor.

The resolution also devotes one article to regulations on exemptions and reductions of land-use fees and land rental fees, as well as the payment of land-use fees and land rental fees when changing land-use purposes. This challenging reality is an issue that has attracted significant attention from many deputies and voters.

At the meeting, voters raised a wide range of issues across various fields. Constituency No. 4 of the Provincial National Assembly delegation requested that relevant departments and sectors pay close attention and provide thorough responses to voters’ opinions.
