On December 30, the Dong Nai Provincial Association for Promoting Education (APE) held its first Congress of Delegates for the 2025–2030 term. The congress was attended by 165 delegates, including members of the provincial APE Executive Committee, as well as chairpersons and vice chairpersons of APEs from 73 communes and wards where grassroots-level associations have been established.

Attending the congress were Truong Thi Hien, Vice President of the Vietnam APE Central Committee; Tran Thi Anh Vu, Member of the Standing Committee and Deputy Chief of the Central Office of the Vietnam APE; Le Thi Thai, Member of the Dong Nai Provincial Party Committee and Deputy Head of the Provincial Party Committee's Commission for Information, Education and Mass Mobilization; Nguyen Tan Phu, Vice Chairman of the Vietnam Fatherland Front Committee of Dong Nai province; along with leaders of several provincial departments and agencies.

The congress aimed to summarize and assess the results of study and talent promotion, and the building of a learning society in the two provinces of Dong Nai and Binh Phuoc prior to their merger; discuss and agree on the tasks and targets for the Dong Nai Provincial APE in its first term; and elect the provincial APE Executive Committee and Inspection Committee.

At the congress, delegates voted to elect the first Executive Committee of the Dong Nai Provincial APE for the 2025–2030 term, comprising 35 members. At its first congress, the Executive Committee unanimously elected Le Thi My Phuong as Chairwoman of the association.

In her keynote address at the congress, Truong Thi Hien, Vice President of the Vietnam APE Central Committee, acknowledged and highly praised the efforts of the Dong Nai Provincial APE. She noted that under challenging conditions, the association had not only maintained regular study promotion activities but also implemented the organizational merger under a new model. At all levels, the association closely followed the leadership of the Provincial Party Committee, the provincial People’s Committee, and the guidance of the central association, implementing tasks in a systematic and timely manner without disruption or interruption to the movement. This, she said, clearly demonstrated the mettle and role of a socio-political organization with a strong sense of political responsibility. Dong Nai is the first province nationwide to establish the fastest grassroots-level APE system. To date, 73 out of 95 communes and wards across the province have established APEs.

Truong Thi Hien, Vice President of the Vietnam APE Central Committee, urged the Dong Nai Provincial APE to continue stabilizing its organizational structure swiftly after the merger, especially at the commune-level study promotion cadres who work closely with the people and grassroots level.

At the same time, the association should make both “Digital Literacy for All” and "Digital Education Promotion" movements a core, ongoing task throughout the term; continue to improve the quality of learning models, shifting decisively from quantity to quality and from formality to substance. Each learning model should be closely aligned with the practical needs of people, communities, and localities, contributing to the development of Dong Nai citizens who are knowledgeable, skilled, and socially responsible. In addition, efforts should be intensified to promote socialization, develop the Education Promotion Fund in a sustainable, transparent, and effective manner, and link the social responsibility of enterprises, religious organizations, hometown associations, and other social forces with the cause of education promotion.

On this occasion, the Vietnam APE Central Committee awarded the Emulation Flag for Outstanding Unit of 2025 to the Dong Nai Provincial APE and presented certificates of merit to 45 individuals with outstanding achievements in the emulation movement on promoting education, nurturing talent, and building a learning society during the 2022–2025 period.
