On the afternoon of December 1, the Ministry of Justice, the Ministry of Public Security, the Government Office, and the Ministry of Science and Technology jointly held a nationwide online conference to provide guidance on the review and assessment of administrative procedures.

The event was connected from the headquarters of the Ministry of Justice to the conference venues of People’s Committees of provinces and centrally governed cities. Le Truong Son, Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee attended the conference from the site of Dong Nai Provincial People’s Committee.
At the conference, Deputy Minister of Justice Nguyen Thanh Tinh said that: the reduction and simplification of administrative procedures have been vigorously led and directed by the Party, the State, and the Government. In reality, we have implementted a wide range of solutions and action plans, yielding encouraging results and improving convenience for both citizens and businesses.
On November 15, 2025, the Government issued Resolution No. 66.7/2025/NQ-CP on data-based reductions and simplification of administrative procedures, which will take effect from January 1, 2026. This resolution represents a new and breakthrough step in simplifying administrative procedures, creating greater convenience for individuals and organizations while outlining several important requirements and tasks.

According to the Ministry of Justice leadership, to effectively and promptly implement the resolution, the agencies managing the databases must update information fully and in a timely manner; publicly announce the scope of information in the databases that can be accessed and used to replace documents in administrative procedure dossiers. They are required to complete the announcement by December 10, 2025, to enhance the effectiveness of implementing the resolution; and issue guidance while coordinating connections to allow proper use of databases information in accordance with Resolution No. 66.7.
In particular, the ministries and agencies managing the databases listed in Article 4 of the Resolution (including the Ministry of Public Security, Ministry of Justice, Ministry of Finance, Ministry of Agriculture and Environment, and Ministry of Health) are required to review, finalize, and immediately publish the scope of information in the databases that can be accessed and used.
Based on the published data, they should focus on completing and publishing the restructured procedures for handling administrative procedures as stipulated in Article 7 of Resolution No. 66.7, to be finalized by January 1, 2026.
At the conference, delegates were guided on the content and implementation of the resolution, and also discussed and clarified related issues.
