Focusing on building and developing Party and mass organizations in non-state enterprises

On the morning of December 2, Comrade Thai Bao, Deputy Secretary of the Provincial Party Committee, Head of the Provincial Party Committee's Organization Commission, and Head of the Steering Committee 07 of the Provincial Party Committee, chaired a conference to review the work on building and developing Party organizations and political-social organizations in non-state enterprises in 2025, and to implement key tasks and solutions for 2026.

The conference was attended by Nguyen Kim Long, Member of the Provincial Party Standing Committee, Standing Vice Chairman of the Provincial People’s Committee, and Deputy Head of Steering Committee 07 of the Provincial Party Committee; as well as other deputy heads and members of Steering Committee 07.

According to Steering Committee 07 of the Provincial Party Committee, in 2025, the province established 2 new Party organizations and admitted 201 new Party members in non-state enterprises, accounting for 8.4% of all new Party members admitted in the province. The entire provincial Party Committee now has 351 Party organizations in non-state enterprises, with a total of 4,705 Party members.

Regarding the establishment of trade union organizations and membership recruitment, the province has newly established 109 grassroots trade unions with 61,710 newly-admitted members in non-state enterprises.

Regarding the establishment of the Ho Chi Minh Communist Youth Union and membership recruitment: 16 Youth Union and Association organizations were established in non-state enterprises and worker lodging areas. Currently, the province has 180 Youth Union organizations with 4,139 members and 200 Association organizations with 4,389 members in non-state enterprises and worker lodging areas.

The Women’s Union has newly established 1 branch, 113 groups, and 1 club with 1,964 members, bringing the total number of women’s branches, groups, and clubs for workers in lodging areas to 7 branches, 314 groups, and 1 club with over 6,800 members.

During their discussion at the conference, participants noted that despite the achievements, the work of building and developing Party organizations and political-social organizations in non-state enterprises in 2025 still faced certain shortcomings and limitations. The number of new Party organizations established in non-state enterprises remained low. Collective labor disputes, strikes, and work stoppages continued to occur in some enterprises. Furthermore, propaganda and mobilization efforts in certain units and localities were not conducted regularly or extensively.

The above-mentioned limitations and shortcomings stem from the fact that in 2025, Party committees, agencies, units, and localities focused on organizational restructuring and streamlining, implementing the two-tier local government model. As a result, they did not give sufficient priority to outreach and mobilization efforts for the establishment of Party organizations in non-state enterprises, leading to a low number of new Party organizations formed in these enterprises during the year.

The business and production situation in some enterprises faced difficulties due to the overall impact of the global economy. Leadership and direction from certain Party committees and authorities were not proactive and lacked effective implementation solutions. Efforts to meet and encourage enterprises, including those with Party organizations, remained limited and had yet to foster a close, strong relationship with enterprise owners.

Some business owners, while recognizing the importance of establishing Party organizations within their businesses, remain concerned that it could affect the company’s productivity.

Participants at the conference proposed that, to further strengthen the building and development of Party organizations and political-social organizations in non-state enterprises, members of Steering Committee 07 of the Provincial Party Committee should proactively grasp the situation of enterprises, promptly provide advice and recommendations, and quickly resolve difficulties and obstacles to help enterprises stabilize and develop. This approach will enable enterprises to recognize the benefits of establishing Party organizations within their businesses.

Enterprises that show interest in facilitating the effective operation of Party organizations within their businesses and provide opportunities for workers to strive for Party membership should be promptly recognized and commended to create a ripple effect.

In his concluding remarks at the conference, Comrade Thai Bao emphasized that in 2025, Party committees made efforts to build and develop Party and mass organizations in non-state enterprises. However, due to objective factors, Party committees, agencies, and units had to focus on implementing the two-tier local government model, resulting in a low number of Party organizations being established in non-state enterprises.

Comrade Thai Bao requested that Steering Committee 07 of the Provincial Party Committee continue to operate substantially to effectively implement the assigned tasks. He emphasized that building and developing Party and mass organizations in non-state enterprises is an important political task in Party-building work. To develop Party members and establish Party organizations within enterprises, trade unions and youth union organizations in these enterprises must be strengthened to serve as a source for Party membership development.

Communication efforts aimed at business owners and workers regarding the establishment of Party and mass organizations, as well as Party member development within enterprises, must be conducted more deeply and regularly, using diverse approaches to eliminate owners’ hesitation and concerns about forming such organizations.

There should be tailored political theory training for workers and Party members in enterprises, suited to the specific labor characteristics of each enterprise. Special attention should be given to developing Party members who are business owners, while the exemplary role of Party members within enterprises must be promoted.
