Ethnic minorities have more favorable conditions for development

The 8th session of the 10th Dong Nai Provincial People's Council, for the 2021-2026 term, approved 51 important resolutions in various fields, including many contents related to policies for ethnic minorities (EM) in the province.

These support policies, along with the policies currently being applied, demonstrate the attention of the Party, State, and Dong Nai province to ethnic minorities, creating more support for ethnic minorities to build an increasingly developed and happy life.

Paying attention to community "bridges"

Before July 1, 2025, prestigious people in ethnic minority areas of Dong Nai province received a monthly allowance of 800,000 VND/month, while those in Binh Phuoc province previously received 234,000 VND/month.

To unify the support level for ethnic minority people in the new Dong Nai province, the Provincial People's Council has just approved a Resolution stipulating the support regime for prestigious people in ethnic minority areas in Dong Nai province. Accordingly, prestigious people in ethnic minority areas are supported by the province with 800,000 VND/person/month. In addition, each person also receives an annual health insurance card; is entitled to visits and gifts on holidays and Tet with a level of 500,000 VND/person/occasion and no more than 2 occasions per year.

Particularly, in cases where they fall ill and require medical treatment at a healthcare facility,  with the confirmation from a State medical examination and treatment facility, prestigious people are supported at 3 levels: 800,000 VND, 1.5 million VND, and 3 million VND/person/year; when the family of a prestigious person encounters sudden difficulties confirmed by the local government where they reside, they are supported with 2 million VND/household/year; when a prestigious person or a family member (father, mother, spouse, child) passes away, they receive a visit amount of 1 million VND/case for provincial-level agencies and 500,000 VND/case for commune-level agencies.

In addition, the resolution also stipulates the provision of information to prestigious people (press publications) and when participating in working delegations at Party, State, and Vietnam Fatherland Front agencies of the province, they receive gifts at the level of 500,000 VND per person per occasion per year. The resolution takes effect from January 1, 2026.

As one of 484 prestigious people among ethnic minorities who benefit from the above resolution, Dieu Tol (Tho Son commune) shared: "I am very happy with the province's policy for prestigious people in ethnic minority areas. This attention from the provincial government goes beyond material support, helping to underscore the role and position of prestigious people among ethnic minorities in the political system at the grassroots level."

Also, at the 8th session of the 10th Provincial People's Council, the Resolution stipulating the level of financial support for participating in conferences and training courses for religious dignitaries, officials, clergypersons, and religious followers in Dong Nai province was approved and will take effect from January 1, 2026. Specifically, depending on the actual number of days of the courses according to the invitation or summons of the competent state agency, participants are supported with 300,000 VND/day for food, 100,000 VND/day for drinking water, not exceeding 1.1 million VND for accommodation, and travel support from 15km or more.

At the same time, participants in conferences on propagating and disseminating guidelines, policies, and legal regulations are supported by the provincial level with 200,000 VND/person/day for food, 100,000 VND/person/day for drinking water, and travel support from 15km or more. If the conference is held by the commune level, participants are supported with 150,000 VND/person/day for food, drinking water allowance of 100,000 VND/person/day, and travel support for distances of 15km or more.

In Dong Nai province, many dignitaries, officials, and practitioners from various religious organizations are also influential figures among ethnic minority communities. Therefore, this resolution creates additional motivation for influential figures among ethnic minority communities to have more opportunities to participate in training courses and conferences organized by the government.

After the merger, Dong Nai province has a population of nearly 4.5 million, of whom, over 421,000 are ethnic minorities, comprising 37 ethnic groups. At the same time, the province has 2.5 million followers of various religions with a large number of dignitaries, officials, and religious practitioners.

Educational support for ethnic minorities

In recent times, many educational support policies for students in ethnic minority areas have been implemented by the central and provincial governments, including policy credit loans for education; tuition fee exemptions and reductions, and health insurance cards; provision of food and accommodation at ethnic boarding schools; and scholarships for disadvantaged students.

According to Sy Van Hung, a prestigious ethnic minority individual (in Bau Ham commune, these policies have contributed to increasing the rate of trained laborers in ethnic minority communities.

The resolution stipulates that support policies for ethnic minority individuals residing in Dong Nai province who are studying full-time at colleges, universities, and postgraduate levels at universities, colleges, academies, and vocational schools within the national education system (collectively referred to as training institutions) will further motivate ethnic minority students to pursue knowledge. Accordingly, this resolution applies to ethnic minority students from poor households and near-poor households residing in Dong Nai province; ethnic minority students residing in particularly difficult hamlets (villages); difficult communes; and particularly difficult communes in ethnic minority and mountainous areas, and border communes in the province. Students who are ethnic minorities residing in the province and have achieved excellent academic results or higher...

Students will receive financial support for their studies at a rate of 1.2-1.5 million VND/person/month multiplied by 10 months/year. At the same time, students with excellent and good academic achievements according to the scoring system of the Ministry of Education and Training will receive awards of 6 and 7 million VND/year, respectively.

In addition, the Resolution specifies the beneficiaries and support levels during the Lunar New Year in Dong Nai province: students currently studying at ethnic boarding schools in the province; ethnic minority students permanently residing in Dong Nai province and currently studying at universities, pre-university programs, colleges, intermediate schools, and vocational education centers and institutions will receive 720,000 VND/person.

Dieu Mo, Secretary of the Party Cell of Bu Ren village, Bu Gia Map commune, said: More and more children from ethnic minority communities are going to school and pursuing higher education at colleges, universities, and postgraduate levels. Therefore, the province's additional support for ethnic minority children to attend school is a great joy and will be a motivation for children to go to school.
