The question of how cadres work should continue to innovate to build a contingent capable of fully shouldering the mission of serving nearly 4.5 million residents of the province, and positioning a new stature for Dong Nai to successfully fulfil its role as one of the leading localities driving the national economy in the era of national rise, has drawn significant public attention.

Dong Nai must be bold in screening and replacing cadres who are incompetent, evasive, fearful of responsibility, reluctant to act, and lack diligence and professionalism. At the same time, the province must value, encourage, and protect cadres with the aspiration to dedicate themselves, who dare to take on difficulties and challenges, dare to think, dare to act, dare to take responsibility, and dare to innovate for the common good. It is also essential to strengthen the control of power; remain firm, persistent, and resolute in combating and preventing corruption, wastefulness, and negative practices with greater determination and stronger, more decisive, and more effective actions. This aligns with the directive of Party General Secretary To Lam to shift the focus of anti-corruption work towards prevention, proactively identifying, forecasting, warning, detecting, and addressing violations early and from afar, preventing small violations from accumulating into major wrongdoings.

To contribute to improving the quality and capability of a pioneering core contingent of cadres who dare to act and meet the development requirements of Dong Nai in the new era, it is necessary to continue reforming, enhancing the quality and effectiveness of all components and processes of cadre work to select the best and most deserving individuals within the political system. Cadre rotation must be strengthened to train officials across sectors and levels, especially in key, difficult, and complex areas, creating opportunities for them to contribute, accumulate practical experience, and develop comprehensively. Emphasis should be placed on strengthening political courage, professionalism, and the spirit of serving the people. Discipline and order must be tightened, creating an environment for cadres to fully develop their abilities and talents in carrying out their duties. Inspection, supervision, and power control in cadre work must be reinforced; the supervisory role of the people must be promoted; and cadres or Party members who show signs of political, moral, or lifestyle degradation, "self-evolution," "self-transformation," or acting inconsistently with their words must be resolutely handled. At the same time, mechanisms must be put in place to effectively detect, protect, and employ talented individuals, and safeguard dynamic, innovative cadres who act for the common interest. The cadre contingent must be systematically trained and become proficient in digital transformation and the application of AI technologies in public service performance.

First, the arrangement and deployment of cadres must ensure the unity, compactness, competence, and overall synchronisation of the cadre contingent throughout both levels of the political system, particularly at the grassroots. Second, it must ensure interconnectivity, modernity, efficiency, and convenience for the people, enabling proactive resolution of issues within the authority of organisations and individuals in the fastest, most accurate, and most effective manner, winning the highest level of public satisfaction. Third, the responsibilities, authority, and effectiveness of each cadre's work must be clearly defined; accordingly, training, remuneration, and incentive regimes must be determined in parallel with mechanisms for inspection, supervision, and discipline. Fourth, individuals with appropriate vision, thinking, integrity, and courage must be selected to take charge of cadre organisation work within local authorities at both levels, particularly at the provincial level.

One of the key "handbooks" for selecting the right cadres is to thoroughly understand and rigorously implement the standards set forth in Regulation No 144-QD/TW on the revolutionary ethical standards of cadres and Party members in the new era. First and foremost, cadres must possess strong political qualities, absolute loyalty to the ideals of socialism, to the Party, and to President Ho Chi Minh, and demonstrate steadfast determination to safeguard national independence associated with socialism. They must uphold pure morality and a healthy lifestyle, and love and respect the people. Cadres must also be competent in professional expertise, foreign languages, and practical skills; understand the era's development trends; and be committed to innovation aligned with the spirit of Resolution 57 of the Politburo. Key cadres must act as the nucleus of unity and cohesion, harmonising relationships, leading by example, and maintaining a lifelong commitment to learning. If these qualities are ensured, I am confident that a new generation of cadres will emerge, capable of carrying forward the revolutionary mission of Dong Nai and the nation, firmly stepping into an era of national advancement.

In my view, organisational structure and cadres share an organic, mutually reinforcing relationship. A strong organisational apparatus requires an appropriate cadre contingent. Dynamic cadres working for the interests of the nation and the people will enhance operational effectiveness. As the organisational structure becomes more streamlined, cadres are compelled to innovate and strengthen their sense of responsibility. An effective apparatus will foster public trust. The province must intensify training activities because commune- and ward-level cadres must not only possess administrative management skills but also act as psychologists, engaging closely with residents, understanding social layers, and grasping public aspirations to make sound leadership decisions. I observe that the province's key cadre contingent is becoming increasingly younger; many members of the Provincial Party Committee are young, capable, theoretically grounded, professionally qualified, dynamic, and creative. They demonstrate a strong sense of responsibility, inspiring hope for a transformative and progressive term for the homeland.

In 2026, the central or provincial authorities should adopt a KPI index system to quantify work performance. This would enable the accurate and transparent identification of cadres lacking capability or courage, or leaders who hold positions without inspiring a productive working environment and, at times, even act contrary to collective consensus, diminishing the motivation of capable officials. Based on this, timely adjustments and restructuring can be made to ensure immediate improvements in operational effectiveness.

The political system apparatus of the border commune Loc Tan has been operating effectively. However, the workload remains substantial; some tasks are new, while human resources are limited, and facilities and equipment remain insufficient. This leads to overload and occasional delays in certain areas. Therefore, the province must pay attention to supporting remote and border communes so they can fulfil their tasks effectively. This includes investing in specialised equipment, ensuring stable telecommunications infrastructure, and allocating personnel to currently understaffed specialised positions. Departments and sectors should regularly organise training and provide professional guidance for cadres through online platforms. There is an urgent need for AI-powered software to support monitoring, synthesis, and data analysis, reducing manual workloads and accelerating task processing.
