Effective implementation of Resolution 57 enables Dong Nai to rise up

Nearly one year ago, on December  22, 2024, Party General Secretary To Lam signed and promulgated Resolution 57-NQ/TW on breakthroughs in the development of science and technology, innovation, and national digital transformation. The resolution marks a significant milestone, reflecting a major shift in development thinking and Vietnam's strategic vision in the new era.

The resolution sets forth ambitious goals: Vietnam is to become a modern industrialised nation with upper-middle-income status by 2030; and a developed nation with high-income status by 2045. To realise these aspirations, the resolution identifies seven priority task groups, including improving institutions, developing high-quality human resources, promoting innovation, and building comprehensive digital infrastructure—key factors essential to generating new momentum for national development.

After almost a year of implementation, the spirit of Resolution 57 has spread strongly across all aspects of socio-economic life, with Dong Nai emerging as a prominent example of effective execution. According to reports, by early December 2025, the province had met or exceeded 10 out of 45 indicators, while the remaining 35 indicators are in progress, monitored and assessed. These figures demonstrate the province’s strong determination to integrate science, technology, and innovation into governance, production, and daily life.

Dong Nai is also among the leading localities nationwide in building land database systems—a crucial pillar of digital transformation. The province ranked 12th out of 34 provinces nationwide in the 2025 Innovation Index, and its digital infrastructure has essentially met the operational requirements of the two-tier Local Government model. These achievements not only reflect technical progress but also highlight the province’s proactive, flexible, and decisive leadership and administration.

In a global context driven by technology and digital transformation, the promulgation of Resolution 57 by the Politburo and its drastic implementation at all levels, sectors, and localities further proves that the resolution was born at the right time; creating an important institutional framework, removing many barriers, unlocking resources, and promoting an economic breakthrough based on knowledge, innovation and creativity.

We live in an era in which technology can shape a nation's future. Countries leading in science and technology continue to advance rapidly, while those slow to innovate face risks of falling behind. Thus, Resolution 57 is not an endpoint but a journey that opens new opportunities for Vietnam.

To ensure the resolution delivers practical results, society's collective effort is essential. The State must establish an enabling legal framework, enterprises must boldly innovate, citizens must enhance their digital capabilities, and research and training institutions must strengthen the linkage between theory and practice. When the spirit of innovation spreads from the central to the local level, from policy to action, Vietnam in general and Dong Nai in particular, will have the capacity to make significant breakthroughs, harnessing science, technology, and innovation as the core drivers to propel the country forward and move closer to the goal of becoming a strong and prosperous nation by 2045.
